Dear Mr. Corporon:
Motiva Enterprises LLC (Motiva) owns and operates the Charlotte South Terminal. This facility is
covered under NPDES Permit No. NC0046892. In addition to the petroleum hydrocarbon fuels
stored on site as outlined in the Supplemental Information Page of the permit, the terminal also
stores ethanol on site. The facility applied for and obtained approval from the Division of Air
Quality for this change; however, the above information was not notified to the Division of Water
Quality. You noted in a discussion with Ms. Brittany Robinson, URS Corporation, that since this
change does not affect the discharge permit of the facility and rather the description of materials
stored in the Supplemental Information Page of the permit, a permit modification is not necessary.
The purpose of this letter is to notify your office of the above change and that ethanol is also stored
at the terminal.
