HomeMy WebLinkAboutNCG140514_NOI Application Cover Letter_20221103hdrinc.com November 3, 2022 Brittany Carson North Carolina Department of Environmental Quality Division of Energy, Mineral, and Land Resources Stormwater Permitting 217 West Jones Street Raleigh, NC 27603 Subject: Notice of Intent - Industrial Stormwater Permit NCG140000 Toyota Battery Manufacturing, Inc — Concrete Batch Plant Randolph County, North Carolina Dear Ms. Carson: HDR Engineering, Inc of the Carolinas, on behalf of Toyota Battery Manufacturing, Inc. (TBMNC), is submitting the attached Notice of Intent for coverage under Industrial Stormwater Permit NCG140000 for a temporary concrete batch plant in Liberty, Randolph County, North Carolina. The concrete batch plant is associated with construction activities located within the Toyota Battery Manufacturing facility site. Accompanying this letter are attachments including the Notice of Intent (NOI), site plans, map, and additional details regarding the batch plant operations. The concrete batch plant is located on an approximately 5-acre area of the overall TBMNC site. This area has an existing NCG010000 Permit for General Construction, RANDO-2022- 027 related to the mass grading occurring on the site as well as an NCGO10000 Permit for the building phase of construction, RANDO-2022-031. The concrete batch plant is operated by Chandler Concrete. The plant is an open-air facility except for the concrete batching process, which is performed in enclosed silos and bins with a baghouse for dust collection. As designed, the batch plant will not generate process water. The concrete wash down area is the area where trucks are hosed off and where the backs of trucks, chutes and hoppers are rinsed, as depicted in the attachments. There are two large roll -off containers at this location for the washout water to be captured/contained. These containers are lined to prevent the wash water from leaving the area. The containers are owned by GFL Environmental from Jamestown, North Carolina who takes the full containers of washout water to their construction landfill. The washout area is located within the limits of disturbance authorized by RANDO-2022- 555 Fayetteville Street Suite 900 Raleigh, NC 27601-3034 (919)232-6600 Aggregate materials associated with the concrete batch plant include sand and stone that are in stockpiles. These stockpiles are exposed to the elements but are pre -washed prior to entering the site and are kept in containment areas. Cement and flyash are brought to the site by tankers and kept in a silo that is enclosed. Water for the concrete mix is from a well onsite, which is transferred to four water holding tanks. There are two sealed containers that are used to hold Admix. These containers are watertight and have an additional liner and berms as secondary containment measures to ensure no risk of loss of materials or exposure to precipitation. There is an emergency generator located on the site for powering the batch plant; primary power is provided by electrical service. The 225-gallon generator is located in a protected area and has an integrated spill containment system.
