3. Project Description:
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The project site is within a residential area. Single-family homes are located to the
north, south, and west of the project site, and a power substation is located to the
east. The full sidewalk project extends along the south side of Laura Duncan Road
from just west of SW Cary Parkway to Cary town limits just south of Carostone Drive.
Multi -family residential developments and undeveloped land are also located in the
vicinity of the project.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:
The proposed project involves constructing sidewalk along the south side of Laura
Duncan Road for a total distance of approximately 1,800 feet. This project includes
adding sidewalk at an existing stream culvert crossing (60" corrugated metal pipe, or
CMP) beneath Laura Duncan Road. The ROW path of the proposed sidewalk is
currently maintained grassed road shoulder. Typical construction equipment such as
backhoes and skid steers will be used.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The crossing of the stream is located abutting Laura Duncan Road, within the road
ROW and on the grassed road shoulder to minimize vegetation removal and fill. The
crossing is perpendicular to the stream flow direction.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Appropriate sediment and erosion controls will be used during this project, and tree
protection fence will be installed to minimize impacts to existing vegetation outside
the work area.
