ADDITIONAL REGIONAL STAFF REVIEW ITEMS Mark Hunt and Susan Stephens need to be added to affiliations and Director of Operations and Contact Person, respectively. The wastewater produced at this facility is from a truck was that is housed under a roof with floor drains. A detergent is used to wash the trucks. An oil water separator system is used to treat the wastewater. All treatment units are self- contained. There are no open atmosphere structures associated with this system. A review of available records and treatment facilities was completed. Mark Hunt and Brian King of Whites Trucking were present during the entire inspection. This review reflected compliance with the subject permit. The following items of concern were noted: • To date, a permit renewal application has not been submitted per Permit Condition 1.1. The current permit expired on March 31, 2022. An electronic copy of the renewal application was provided on August 29, 2022. Once completed, the application can be submitted here: https://edocs.deq.nc.gov/Forms/NonDischarge-Branch-Submittal-Form Ver2. • Per Permit Condition IVA a maintenance log shall be maintained at this facility. Visual observations of the treatment facility and any preventative maintenance (inspections, cleaning, changing equipment) shall be recorded. An inspection log was not maintained for the system, but it was in good condition and well maintained. Some maintenance information was available in the form of residuals removal invoices and emails regarding replacement of the carbon filter. Moving forward, please maintain a singular inspection log describing any observations or repairs. Other observations: • A Spill Plan was not available at the time of inspection. Ms. Caudle requested the Spill Plan via email by September 13, 2022. A Spill Plan was provided on September 8, 2022. • A hard copy of the permit was not present but a digital copy was available. • The operations manual was present for the oil & water separator. • The system is contained in its own room in the building with all access doors locked when the business is closed. • The entire system (truck was area and oil & water separator) is contained within the building. • The system serves a truck wash. • The carbon filter was changed in February of 2019. • The permit renewal application was discussed. No changes will be made. • The baffle tank and sump pit are checked and pumped twice a year by Crystal Clean. All invoices were available. • Mr. King was able to provide email records of changing the carbon filter. Mr. King stated that the system is not used often.
