Anthony Montero, Operator in Responsible Charge (ORC), was present for the inspections. Inspection findings are detailed in the attached Water Compliance Inspection Reports. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Ron Boone, of the NC Division of Water Resoureces, Winston-Salem Regional Office, conducted a compliance evaluation inspection of the Reedy Fork Mobile Home Park WWTP on 9/1/2022. ORC, Anthony Montero, was present for the inspection. Inspection findings are detailed below: The current permit was available on site during the inspection. It is expired. Permittee has submitted the renewal request as required. Operator visitation logs, O&M logs, spill plan, sludge disposal records, laboratory analysis records, discharge monitoring reports, chains of custody forms, laboratory certifications, and operator certifications, were all checked and are compliant. Mr. Montero is training another backup ORC and that needs to be updated once he receives his grade I certification. No other discrencies were ntoed. The entire plant is in adequate condition and steps have been taken to prevent or slow corrosion, i.e. surface treatment and coating. However, there still exist areas of localized corrosion that if left unchecked will cause significant future damage and present a significant safety hazard. All such areas should be spot treated and fully repaired. The manual bar screen is operational and appears to be in adequate condition. The equalization basin appears to be in adequate condition but is supposed to be aerated. The basin's blower was inoperable during the inspection. The basin's pumps and alarm systems were also inoperable. The basin is supposed to be aerated, should have two pumps, and the high level alarms should be operational. The aeration basin (AB) uses diffused air and the diffusers appear fully operational. The mixed liquor appears healthy. No concerns were noted. The secondary clarifiers also appear to be in adequate condition and operating properly. The weirs appear level and no short circuiting was noticed in the clarifiers. Weir overflow had some pin floc but was quite clear for the most part. The effluent flow meter is used for reporting and has been calibrated as required. However, the flow recorder is completely inoperable. This was fixed as of the date of this letter. I new meter with an operational recorder has been installed. The effluent composite sampler pulls constant time/constant volume samples, which has not been approved for this facility. This was fixed as of the date of this letter. A new flow meter with an operational recorder was installed and a communications cable was installed between the flow meter and sampler to make flow proportional sampling possible. The plant uses UV for disinfection. The system appeared fully operational during the inspection. The effluent appeared clear with no solids, foam, or upleasant odors. There was not enough time during the inspection to visit the outfall. Please provide several photographs of the outfall along with your written response to this inspection report/NOV letter.
