I have begun my review of the project and require some additional information:

1. My understanding of the Additional Information provided on July 5, 2022, is that requested linear footage has changed from the 350 linear feet shown in the PCN. I see 190 lf of culverts
proposed, but it is unclear if this is the revised impact amount. Impact length should be measured along the centerline of the stream/ditch and may be greater than the length of the
proposed culvert. Additionally, rip rap is often listed separately from culverts. Please provide an updated impact table to DWR and the USACE to ensure that both agencies are using the
same information. [15A NCAC 02H .0502(c)]
2. Per the Additional Information Response, it is my understanding that Marshall Commercial Property, listed as the Owner, is the Applicant, not Spring Engineering, Inc. Spring Engineering,
Inc, is listed as the Applicant on the PCN. Please confirm.

Please update us on the status of your review of the Toyota of Roanoke Rapids project. The Corps has advised us that we have to provide mitigation for the impacts to the streambed of

this intermittent ditch and we will be purchasing the credits from the States In-lieu system. We would appreciate receiving your update as soon as possible. Thanks.
