Sullins, Director ~ '`~" z =~° Division of Water Quality September 26, 2007 DWQ Project # 07-0464 Franklin County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Richard Wolf Olde Liberty Club, LLC 4208 White Chapel Way Raleigh, NC 27615 Subject Property: Olde Liberty Golf Club (formerly Old Ballymore) Unnamed Tributary to Cedar Creek Class Water Supply II, High Quality Waters and Nutrient Sensitive Waters Franklin County STORMWATER MANAGEMENT PLAN APPROVAL Dear Mr. Wolf On August 13, 2007, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to impact: • 0.338 acres of 404 wetlands (0.1706 acres of permanent 404 wetland impacts and 0.1674 acres of temporary 404 wetland impacts), • 0.038 acres of isolated wetland, • 3461inear feet of stream (148 linear feet of permanent perennial stream impact, 0.0002 acres perennial stream impact due to bridges/driven piles, • 138 linear feet of permanent intermittent stream impact, • 0.0006 acres intermittent stream impact due to bridges/driven piles, • 30 linear feet of temporary perennial stream impacts and 301inear feet of temporary intermittent stream impacts), • 30,593 square feet of Zone ITar-Pamlico River Basin protected riparian buffers, and • 18,595 square feet of Zone 2 Tar Pamlico River Basin protected riparian buffers to construct the proposed residential subdivision and golf course development. This revised stormwater management plan has been reviewed and satisfies the stormwater management conditions of the 401 Water Quality Certification. The structural stormwater practices as approved by DWQ as well as drainage patterns must be maintained in perpetuity. No changes to the structural stormwater practices shall be made without written authorization from the DWQ. Stormwater easements shall be recorded for a distance of at least 10 feet on each side of all storm water conveyances on all lots containing these structures including future access for maintenance. The stormwater easements shall allow for the ability to maintain the structures, perform corrective actions as described above and shall provide protection of the structures from potential alternations by future property owners.
