Director NORTH CAROLINA Environmental Quality October 24, 2022 Certified Mail # 7020 3160 0002 0860 9215 Return Receipt Requested Town of Stoneville Perry Webster, Interim Town Manager 101 Smith Street Stoneville, NC 27048 Subject: NOTICE OF VIOLATION Tracking Number: NOV-2022-PC-0655 Town of Stoneville Wastewater Collection System NPDES Permit No. WQCS00251 Rockingham County Dear Mr. Webster: On September 22, 2022, Gary Hudson of the North Carolina Division of Water Resources, Winston-Salem Regional Office, met with Melinda Ward, Operator in Responsible Charge (ORC), to conduct a Compliance Evaluation Inspection (CEI) of the Town of Stoneville's Wastewater Collection System. The attached EPA inspection form details the areas that were evaluated during this inspection. The following violations were noted: • A list of high -priority lines and an inspection log was not available during the inspection. High -priority lines must be inspected every six months and a log of the inspections must be kept documenting the dates of the inspections. • A right-of-way maintenance and inspection log was not available during the inspection. • No gravity main cleaning records were available during the inspection. Please be aware that at least 10% of the collection system gravity mains must be cleaned annually. The Town of Stoneville has 15.62 miles of wastewater gravity mains (82,474 linear feet). Please be aware that pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to NCGS 143-215.1. Our office will be conducting a follow-up inspection 120 days from the receipt of this notice. Please have the violations listed above corrected as soon as possible.
