Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the New Bern Cellulose
Fibers on 10/04/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in NPDES WW Permit No. NC0003191. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".

The review period for this inspection was November 2020 through July 2022.
A Chronic Toxicity test was taken on October 4 and October 6. This sample was split between ETT
Environmental and the Aquatic Toxicity lab in Raleigh. Both tests passed.
Special Condition A (14) of the NPDES permit grants International Paper a Variance to 24 hour
staffing by a certified operator.
The facility was judged to be COMPLIANT with NPDES permit NC0003191.

The aquatic toxicity test using constant time/constant volume composite samples of effluent
discharged from the Int. Paper Co- Weyerhaeuser has been completed. Int. Paper Co -
Weyerhaeuser has a permitted effluent discharge of 20 million gallons per day (MGD) entering
Neuse River (7Q10 of 329 CFS). Whole effluent samples were collected on October 4, 2022, and
October 6, 2022, by Robbie Bullock and facility representative Brenda Moore for use in a chronic
Ceriodaphnia dubia pass -fail toxicity test. The test passed. Toxicity test information follows.

Test results for the above samples indicate that the effluent would not be predicted to have
water quality impacts. These samples were split and tested by ETT Environmental; however,
ETT Environmental performed a multi -concentration test, which is not directly comparable to
ATB's toxicity test results. Please contact us if you have any questions or if further effluent
