the Watauga
River Basin have just recently come to our attention:
(1) The Special Order by Consent No. 99-09 for the Smoketree Lodge
W.W.T.P.
(2) The approval of utility plans (water and sewer) for the Stone -
bridge Town Villas by Shulis Mills Properties, Inc. involving
unutilized capacity of Carolina Water Services at Hound Ears
W.W.T.P., Permit No. NC0032123.
We wish to strongly reaffirm our position stated in our Petition
of 16 November 1999 (which requested 0.W.R. status for the Watauga River)
and the followup letter of 28 December 1999 of our opposition to any fur-
ther expansion or creation of W.W.T.P.s and, if there be any expansion,
creation, or increased use of permitted capacities that only the utiliza-
tion of the "Best Available Technology",which is state of the art technology,
be allowed. It is our desire that these standards be a part of the accomo-
dations proposed for the two W.W.T.P.s mentioned above as a way of prevent-
ing "pollution creep" and preventing any present or future lowering of the
water quality of the Watauga River abd its tributaries.
