Drawer 4889, Cary, NC 27519 The above -referenced permit was issued on November 12, 2003. Part I.A.(5) requires that "No later than January 30, 2004, [60 days after the effective date of this permit], the Permitee shall submit to the Division additional information for the wastewater management plan, requested in October 15, 2002, correspondence. In order for the Division to complete the evaluation of the Wastewater Management plan, the following information must be provided: • The evaluation of alternatives should include the capital cost and annual operational costs for each alternative and a present value cost analysis. These components were not included in the report. Please provide the cost analysis for 20 years fnr all the alternatives discussed in the report. • The communication from the City of Raleigh regarding connection to their system is dated 1997. In recent years, Raleigh has accepted similar facilities. Please provide recent documentation from the City of Raleigh regarding connection to the City's system." In response to this permit requirement, enclosed please find a copy of my November 5, 2002, response to Ms. Teresa Rodriguez that provides the financial information requested and a copy of a letter from me to the City of Raleigh requesting Raleigh's conditions for flow acceptance. I also requested Raleigh to copy DWQ with its response. Page Two December 2, 2003 I have not received a response from Raleigh. Drawer 4889, Cary, NC 27519 Pursuant to your October 15, 2002, letter below is an estimated cost analysis for each alternative for the Hawthorne wastewater treatment plant as discussed in my Management Plan submitted to your office on April 19, 2001. This information should be used to supplement that report. Therefore, no further analysis of cost has been performed. Total Present Worth $6,420,000 (1) (1) Plus additional installation and operating costs 3 Implementation of a Reuse Program Capital Costs Installing distribution system $3,934,720 Cost of installing a distribution system is obviously prohibitive. Therefore, no further analysis of costs has been performed. Additionally, Heater Utilities as a privately owned utility company would have to obtain permits from DWQ for each lot in order to land apply the effluent. Total Present Worth $3,934,720 (1) (1) Plus additional storage and pumping facility construction and operating costs. With regard to your request that Heater Utilities provide recent documentation from the City of Raleigh concerning connection to the City's system, I will again request a response from the City of Raleigh and ask that they copy you with their response. Enclosed please find a copy of my letter to Dale Crisp. However, I cannot guarantee the City will respond. Drawer 4889, Cary, NC 27519 The State Division of Water Quality (DWQ) has required an Alternatives Analysis in conjunction with renewal of Heater Utilities, Inc.'s (Heater) discharge permit No. NC0049662 at the Hawthorne subdivision north of Raleigh. One of the alternatives required to be addressed was connection to the City of Raleigh. In response, Heater provided a copy of the attached July 28, 1997, letter to Rod Butler from D.E. Benton, the City Manager at that time, stating it is Raleigh's policy to not sell treatment capacity to private utility companies. By letter dated October 15, 2002, Teresa Rodriguez requested Heater provide more recent documentation from the City regarding this potential connection. The Hawthorne permit is for 250,000 gpd and the nearest Raleigh wastewater . service that I know of is the Harrington Grove subdivision being approximately 2.3 miles away. Pursuant to the request of Teresa Rodriguez, Heater requests written documentation of the City of Raleigh's conditions for flow acceptance from the Hawthorne service area (ultimately 250,000 gpd). If -you have no objection, please copy Teresa Rodriguez at NCDENR/DWQ, NPDES Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617, with your response to me. Thank you for your time.
