Good morning Mr. Robinson, I am forwarding to you the communication email with original attachments that I sent Alys Hannum on Tuesday August 23, 2022 regarding being over the BOD5-day weekly average limit for Permit NC0020834. The Town's opinion and explanation for what may have occurred is included in this forwarded email. We appreciate any consideration that your office may be able to give us in connection with this violation. The Town's top priority is to be a good steward of the plant, to always be in compliance with our permit, and to communicate properly with your office. We appreciate the reminder regarding verbally notifying the Regional Office within 24 hours when our facility has a limit violation. Please advise me if this email is sufficient as an official response to the NOV-2022-LV-0713. I will be glad to provide additional information and a copy of this response via USPS if needed. Our weekly limit for BODS during summer months is 13.5 MG/L. Our average for the week (week #i3, July) with the high result is 23.4 MG/L. Our monthly average BOD5 complies at 8.725 MG/L. We are submitting our July EDMR this afternoon. It is infrequent, but occasionally, we receive lab results from our contract lab that we question, and feel are incorrect. Our BODS effluent results for July 14, 2022 was >42.1 MG/L. We have never had a result like that even when we sampled during a rain event with an extremely high plant effluent flow. Our effluent flow rate for July 14, 2022 was normal at 0.405 MGD. Also, the rest of the lab results for the effluent that day were nearly perfect...Ammonia Nitrogen - <0.1 MG/L, Total Suspended Residue - <2.5 MG/L. It appears that we had perfect nitrification that day in our oxidation ditch, the high BODS is illogical from a biological standpoint. We contacted our contract lab (Meritech) after receiving the results and they stated that they knew it was high and out of character for our plant and that they rechecked the sample and they feel it is correct. We can only conclude that Meritech must have mistakenly gotten our sample mixed up with another facility's sample or had some other quality control issue in their laboratory when the samples were tested. Our influent BODS results for samples pulled on the same day, July 14, 2022 were also uncharacteristically high at >681 MG/L. We don't ever recall having a > result. Our plant uses sulfur dioxide for dechlorination. It is my understanding that excessive dosing can contribute to a high BOD5 result. We checked our records and usage was normal at approximately 10 LBS/Day during that period. We would greatly appreciate any consideration that you can give us regarding this matter.
