Station #1 - Westrow. The narrative below has been prepared to provide a summary of the proposed project
which supplements the attached application and supporting documentation.

River District Overview:
The River District consists of over 1400 acres of land located in western Mecklenburg County, between the
Charlotte -Douglass Airport and the Catawba River. The rezoning, completed in 2016, approved the
entitlements for future phases of development throughout the area. Several infrastructure and roadway
projects have already been constructed or are under construction to provide vehicular and pedestrian
access as well as water and sewer to a previously unserviced area. The River District will additionally annex
developed parcels to the City of Charlotte, coordinating roadway maintenance between NCDOT and CDOT
where appropriate.
Westrow Lift Station:
This application is for the first pump station associated with the River District, referred to as River District Lift
Station #1 — Westrow (or the Westrow Lift Station), which is proposed to be installed in coordination with the

approved Westrow Phase 1 Infrastructure Land Development Plans and is dependent on several
infrastructure projects as described below.
The Westrow Lift Station is the first pump station and force main system proposed in the River District and
has been designed to serve the full build -out condition of the contributing service area. A detailed
Preliminary Engineering Report was approved by Charlotte Water in 2019 which detailed the service area
and anticipated service demand based on the entitlements in the rezoning as well as existing and future
development in the area. Sheet 17 of the Westrow Pump Station Plans references and expands on the
analysis and basis of design.
The proposed station will be a duplex pump system, sized for an operating point of 1600 gpm at 177 ft in
TDH. Sheet 16 provides the pump curves for the selected pumps as well as other design information. These
plans have been reviewed and approved by Charlotte Water.
The discharge from the pump station is routed via a 12" forcemain to tie into the proposed gravity receiving
sewer as shown in the Water and Sewer Plans for Westrow, also reviewed and approved by Charlotte
Water. Water service is provided to the Westrow Development by the 24" Dixie River Watermain and the
downstream trunk sewer is the 24" Beaverdam Trunk Sewer, which ultimately routes the discharge to
McAlpine Wastewater Treatment Plan.
This application reflects zero flow to the pump station as a part of the Westrow Phase 1 Infrastructure
Project under which the station will be installed. The first phases on contributory development will being in
2023 and will be submitted under separate applications

Dear Mr. Kerley:
This office has reviewed the subject erosion and sedimentation control plan. We find the plan to be
acceptable and hereby issue this Letter of Approval. This plan approval shall expire three (3) years
following the date of approval, if no preconstruction meeting and land -disturbing activity has been
undertaken, as is required by Title 15A NCAC 4B .0129 and Section 17-35(b) of the City of Charlotte Code
of Ordinances. Acceptance and approval of this plan is also conditioned upon your compliance with
Federal, State, and local water quality laws, regulations, and rules.
As of April 1, 2019, all new construction activities are required to complete and submit an electronic
Notice of Intent (NOI) form requesting a Certificate of Coverage (COC) under NCG01000
Construction Stormwater General Permit. This form MUST be submitted prior to the
commencement of any land disturbing activity on the above -named project. The NOI
form may be accessed at deq.nc.gov/NCG01. Please direct questions about the NOI form to Annette Lucas
at annette.lucas(cncdenr.gov or Paul Clark at uaul.clarkncdenr. ov.
After you submit a complete and correct NOI Form, a COC will be emailed to you within three business
days. Initially, DEMLR will not charge a fee for coverage under the NCGO 1permit. However, on or after
May 1, 2019, a $100 fee will be charged annually. This fee is to be sent to the DEMLR Stormwater Central
Office staff in Raleigh.

Upon receiving this approval, it is the responsibility of the Financially Responsible Party, their agent, or
the owner to request a pre -construction meeting by completing the Pre -Construction Meeting Request Form
found at https://charlottenc.seamlessdocs.com/f/cORAt. Please provide at least 48 hours advance notice
for the pre -construction meeting so that City Staff may coordinate and schedule the appropriate personnel.
No land disturbance of any kind, including any demolition, is allowed prior to the pre -construction meeting
Title 15A NCAC 4B .0118(a) and the NCGO1 permit require that the following documentation be kept on
file at the job site:
1. The approved E&SC plan as well as any approved deviation
2. The NCGO1 permit and the COC, once it is received
3. Records of inspections made during the previous 30 days.
Also, this letter gives the notice required by G.S. 113A-61.1(a) of our right of periodic inspection to insure
compliance with the approved plan.
The City of Charlotte's Sedimentation Pollution Control Program is performance -oriented, requiring
protection of existing natural resources and adjoining properties. If, following the commencement of this
project, it is determined that the erosion and sedimentation control plan is inadequate to meet the
requirements of the City of Charlotte Code of Ordinances and the Sedimentation Pollution Control Act of
1973 (G.S. 113A-51 through 66), this office may require revisions to the plan and implementation of the
revisions to insure compliance with the Act and Local Code.
Acceptance and approval of this plan is conditioned upon your compliance with Federal, State, and County
water quality laws, regulations, and rules. This approval does not supersede any other permit or approval.
Approval of this plan is based in part on the accuracy of the information provided in the Financial
Responsibility Foiui, which you provided. You are requested to file an amended form if there is any change
in the information included on the form.
