Single Family Wastewater Treatment System
Non -Discharge Permit WQ0016142
Facility: 236 Markham Plantation SFR

Dear David and Victoria:
On September 16, 2022, Cassidy Kurtz from the Raleigh Regional Office visited your single-family residence
(SFR) wastewater treatment system to evaluate compliance with the subject Non -Discharge Permit. Your
assistance during the inspection was greatly appreciated.
Our records indicate the treatment system consists of a 2,065-gallon baffled septic tank with an effluent filter;
a partially in -ground E-Z Treat 60 square foot by 3 foot deep synthetic media wastewater treatment filter with
a 1,500-gallon recirculation tank; two 10-gallon per minute (GPM) ultraviolet (UV) light disinfection units
installed in series; a 4,650-gallon storage/pump tank with a 15 GPM pump, and audible/visual high water
alarms; a 0.37 acre drip irrigation area consisting of four zones; and all associated piping, valves, controls, and
appurtenances.
Non -Discharge Permit WQ0016142 authorizes the continued operation up to 600 gallons per day (gpd). The
authorized irrigation is in accordance with the effluent limits and monitoring requirements established within
the Non -Discharge permit. The items below show what conditions were noted at your facility:
Findings during the inspection were as follows:
1. Treatment system operation: The wastewater treatment system shall be maintained at all
times to prevent seepage of sewage to the surface of the ground. At the time of the inspection,
the treatment system appears to be effectively maintained The facility is under contract with
David Brantley and Sons, and is inspected every 6 months
2. Pumping the septic tank: You are required to inspect the septic tank at least yearly to
determine if solids must be removed or if other maintenance is necessary. Septic tanks should
be pumped out every five years or when the solids level is found to be more than 1/3 of the
liquid depth in the septic tank compartment, whichever is greater. A pumping company can
check the status periodically and determine when pumping is required. During the inspection,
Mr. Jarrett verbally stated that the septic tank was last pumped in 2021. The Non -Discharge
Permit requires the permittee to retain records associated with sewage disposal activities for a
period of at least 5 years.

3. UV Disinfection: Your system usesan ultra-videt (UV) light system for disinfection of the
wa3tender. A UV disinfection system provi des effecti ve didi nfection and prerentsll i mits
harmful bacteria from entering the envi ronment. Unless the UV disinfection unit is monitored
by telemetry, the unit shall be checked weekly. The lamp(s) and quartz sleeves) dial be
dewed or replaced as needed to ensure proper di El nfecti on of the dl scharged wastewater.

optimal performance;
4. Proper Operation and Maintenance The system tied! be inspected monthly to make certai n
of the proper operation of the drip I i nes, that the system is free of leaks, that the vegetative
growth Wows ows a proper drip paten, that the soil i s asei mi !di ng the di sposed treated
wastewater with no surface runoff, and that no objecti onable odors are being generated. Any
visible signs of a malfunctioning system Mall be documented, and steps taken to correct the
problem. Prior to the i nspecti on, Mr. Jarrett notified Cassidy Kurtzthat atreein the drip
field had been knodced down by a recent storm onto a portion of thefenang, and that he
was working with a contractor to have the tree removed and fence repaired. Si nos thi s work
was not able to be done before the inspection, please notify Cassidy Kurtz once the tree has
been removed, fence repaired, and drip l i nes inspected to ensure they were not damaged.
Non -Discharge permit WQ0016142 requires the pennittee to "pay the arnud administering and compliance
monitoring fee within thirty days after being billed by the Division." Division records indicate the required
annual fee ($60 per yea) for the period ending December 31, 2022 aid due January 3, 2022, has been pad.
Therese no overdue fees for the subject permit.

are always mantel ned and i n good operating order. You are al so reminded to maintain al I monitoring data
and adsoci ated mai nteiance records onsite for a mini mum of five years and available for inspection.

you will take or have taken to comply with or resolve the issues noted in item 4 above

Reason for Visit: Routine
Inspection Summary:
On September 16, 2022, Cassidy Kurtz from the Raleigh Regional Office visited your single-family residence (SFR)
wastewater treatment system to evaluate compliance with the subject Non -Discharge Permit. Your assistance during the
inspection was greatly appreciated.
Our records indicate the treatment system consists of a 2,065-gallon baffled septic tank with an effluent filter, a partially
in -ground E-Z Treat 60 square foot by 3 foot deep synthetic media wastewater treatment filter with a 1,500-gallon
recirculation tank; two 10-gallon per minute (GPM) ultraviolet (UV) light disinfection units installed in series; a 4,650-gallon
storage/pump tank with a 15 GPM pump, and audible/visual high water alarms; a 0.37 acre drip irrigation area consisting of
four zones; and all associated piping, valves, controls, and appurtenances.

determine if solids must be removed or if other maintenance is necessary. Septic tanks should
be pumped out every five years or when the solids level is found to be more than 1/3 of the
liquid depth in the septic tank compartment, whichever is greater. A pumping company can
check the status periodically and determine when pumping is required. During the inspection,
Mr. Jarrett verbally stated that the septic tank was last pumped in 2021. The Non -Discharge
Permit requires the permittee to retain records associated with sewage disposal activities for a
period of at least 5 years.
3. UV Disinfection: Your system uses an ultra -violet (UV) light system for disinfection of the wastewater. A UV disinfection
system provides effective disinfection and prevents/limits harmful bacteria from entering the environment. Unless the UV
disinfection unit is monitored by telemetry, the unit shall be checked weekly. The lamp(s) and quartz sleeve(s) shall be
cleaned or replaced as needed to ensure proper disinfection of the discharged wastewater. Please continue to ensure the
UV disinfection unit is properly operated and maintained for optimal performance.
4. Proper Operation and Maintenance: The system shall be inspected monthly to make certain of the proper operation of the
drip lines, that the system is free of leaks, that the vegetative growth allows a proper drip pattern, that the soil is assimilating
the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. Any visible
signs of a malfunctioning system shall be documented, and steps taken to correct the problem. Prior to the inspection, Mr.
Jarrett notified Cassidy Kurtz that a tree in the drip field had been knocked down by a recent storm onto a portion of the
fencing, and that he was working with a contractor to have the tree removed and fence repaired. Since this work was not
able to be done before the inspection, please notify Cassidy Kurtz once the tree has been removed, fence repaired, and drip
lines inspected to ensure they were not damaged.
Non -Discharge permit WQ0016142 requires the permittee to "pay the annual administering and compliance monitoring fee
within thirty days after being billed by the Division." Division records indicate the required annual fee ($60 per year) for the
period ending December 31, 2022 and due January 3, 2022, has been paid. There are no overdue fees for the subject permit
