HomeMy WebLinkAboutNCS000246_2015 industrial SOP_20220920City of Fayetteville Stormwater Services SOP for Industrial Inspections Industrial inspections within the City of Fayetteville and Cumberland County shall be done to satisfy compliance of NPDES permits issued by the North Carolina Dept. of Natural Resources (NCDENR). Sites not permitted by NCDENR but inspected due to complaint from citizens or detection of possible improper disposal or illicit discharge shall be inspected to the same standard as permitted sites. The following procedure will be used for the inspection; 1. Contact company representative arranging for inspection. Explain the reason and process of the inspection. Be sure to have a good knowledge of the companies' product and process before you arrive for the inspection. 2. Begin inspection with check of their NPDES permit (if required). Check permit beginning and end dates, SIC coding, and requirements. Check for any changes or updates if needed to permit, SWPPP or site map. 3. Review SWPPP for compliance. Check documentation for training, sampling, BMP's monitoring and any possible special provisions written in the NPDES permit. 4. Check for site map of area to be included with SWPPP. It is recommended map show drainage system of the site. 5. Inspect interior area for BW's, including but not limited to hazardous material storage, emergency spill kits, trash /debris, etc. Document any problems or concerns. Explain problems or concerns as you document 6. Inspect exterior area for BMP's including but not limited to hazardous material storage, emergency spill kits trash / debris, etc. Explain problems or concerns as you document 7. Inspect all drainage collection and outfall points for improper or illicit concerns and sediment issues. Explain problems or concerns as you document. 8. Explain to company representative your findings once more before issuing any Notice of Violation (NOV) if necessary, and writing final summary report. 9. Send copy of report and pictures taken to company representative. Report should have detail of necessary and recommended corrections needed along with time frame to complete corrections. Explain that failure to comply within stated time frame can result in issuing of NOV that could include possible per day fines. 10. Follow up within specified time frame given with final inspection. Document compliance and file. Thank company representative for their time, compliance and efforts to preserve our water ways. The above SOP has been reviewed November 2015 and found acceptable for the rules and regulations set forth by NCDEQ. This SOP will be monitored as NCDEQ and EPA changes rules, and it will be tailored accordingly to insure that not regulations are violated.
