The NC Department of Transportation is conducting project development, environmental, and
engineering studies for a proposed bridge replacement project in Yancey County, NC. Bridge 274 is
proposed for replacement due to structural deficiencies. The bridge will be replaced with a culvert.
The US Army Corps of Engineers is the lead federal agency for compliance with the National
Environmental Policy Act (NEPA), and Section 106 of the National Historic Preservation Act
(NHPA). A Permit is anticipated under the Section 404 Process with the USACE. Project vicinity maps
for the project are attached within the NCDOT Archaeological Reports. The coordinates of the project
are approximately 36.001586 N,-82.399316 W for Bridge 274.

We would appreciate any information you might have that would be helpful in evaluating potential
environmental impacts of the project including recommendation of alternates to be studied. Your
comments may be used in the preparation of a State Environmental Documentation.
In accordance with Section 106 of the NHPA, we also request that you inform us of any historic
properties of traditional religious or cultural importance that you are aware of that may be affected
by the proposed project. Be assured that, in accordance with confidentiality and disclosure
stipulations in Section 304 of NHPA, we will maintain strict confidentiality about certain types of
information regarding historic properties.

Project Description: Replace Bridge 174 on SR 1410 (Bradford Rd.) over Little Creek in Yancey
County. The Area of Potential Effects (A.P.E.) is approximately 403meters (1,320 ft.) long and
50 meters (164 ft.) wide. A.P.E. includes land along SR 1411 (Little Creek Rd.) and SR 1410
(Bradford Rd.). Project is State -funded and will require Federal permits. Easements will be
required.
SUMMARY OF ARCHAEOLOGICAL RESOURCES REVIEW: SURVEYREQUIRED
Brief description of review activities, results of review, and conclusions:
The review included an examination of a topographic map and an aerial photograph. Also, a
visual reconnaissance of the project was conducted on 8/2/2018. SR 1410 at the bridge is
oriented approximately north -south, but curves to east -west a short distance west of the bridge.
SR 1411 is oriented approximately north -south.
The topographic map (Chestoa) shows the A.P.E. is located in a narrow stream valley. Much of
the A.P.E. includes narrow strips of level land along SR 1411 and SR 1410. The land along the
west side of SR 1411 south of the SR 1410 intersection is a wider floodplain between the road
and stream. Level land near streams has potential for prehistoric archaeological sites. However,
this valley is narrow, and the flat land along the stream may have been disturbed by flooding
and/or construction and maintenance of the road.
The aerial photograph shows the land use in the A.P.E. is a mix of wooded and cleared. The
land along the east side of SR 1411 is wooded. The land along the west side of SR 1411 south of
the SR 1410 intersection is cleared other than a patch of evergreens (Christmas trees?). The land
along the east side of SR 1411 south of the SR 1410 intersection is wooded. The land along the
west side of SR 1411 north of the SR 1410 intersection is a narrow strip between the road and
the creek. The land along the east side of SR 1411 north of the SR 1410 intersection is wooded.
The land along the west side of SR 1410 south of the bridge is cleared. There is a house trailer
and a barn in that area. The land along the north side of SR 1410 west of the bridge is a narrow
strip of land between the road and a small stream. The land along the south side of SR 1410
west of the bridge is wooded.

A reconnaissance of the A.P.E. was conducted by NCDOT archaeologists Damon Jones and
Caleb Smith on 8/2/2018. The A.P.E. includes land along both SR 1410 and SR 1411. SR 1410
is oriented approximately north -south at the bridge, and curves to east -west a short distance
south of the bridge. SR 1410 intersects with SR 1411 along the north side of the bridge. SR
1411 is oriented northwest -southeast but is considered north -south for this review.
The southwest quadrant includes land along the west and north sides of SR 1410 south of the
bridge. There is a small level area next to the bridge that has been disturbed by a driveway to a
house trailer to the north, and a large barn. A small stream goes under SR 1410 approximately
45 meters (148 ft.) south of the bridge. The land along the north side of SR 1410 west of the
stream is a narrow strip of land between the road and the stream.
The southeast quadrant includes land along the east and south sides of SR 1410 south of the
bridge. The A.P.E. includes a narrow strip of land between the road and Little Creek from the
bridge south for appoximately 30 meters (100 ft.). A small stream goes under SR 1310
appoximately 45 meters (148 ft.) south of the bridge. The land along the south side of SR 1410
from there west (the road turns east -west) is a steep slope uphill to the south.
The northeast quadrant includes land along the west and east sides of SR 1411 south of the SR
1410 intersection. (SR 1410 intersects with SR 1411 a short distance east of the bridge.) The
land along the west side of SR 1411 is a wide, level floodplain with a moderate to high potential
for archaeological sites. It is currently a fallow/grass field with some overgrown Christmas trees
or landscape plants. The land along the east side of SR 1411 is a steep, wooded slope uphill to
the east.
The northwest quadrant includes land along the west and east sides of SR 1411 north of the SR
1410 intersection. (SR 1410 intersects with SR 1411 a short distance east of the bridge.) The
land along the west side of SR 1411 is a narrow strip between the road and Little Creek. The
land along the east side of SR 1411 is a steep, wooded slope uphill to the east.
Recommend survey of the area along the west side of SR 1411 south of the SR 1410 intersection
to identify and evaluate any archaeological sites in the A.P.E.
