We hope that this response and statement of planned actions allows DWQ to proceed to process DWQ #001116 Stream Relocation Area Mr. Todd St. John stated, during an April 2, 2001 sit: meeting that there may be "major" problems associated with either the design or construction of the stream reic;cation area. As we discussed in the field, an assessment of the stream's current dimension, pattern, and profile (Rosgen Level II Assessment) relative to that of a reference reach stream may indicate the source of any instability that may be present. Spangler Environmental, Inc. will to conduct the first biological monitoring event on this stream segment during Summer 2001 pursuant to the approved monitoring plan for DWQ #960722 (attached), and as per DWQ direction to allow the stream to equilibrate prior to monitoring. SEI proposes to conduct the geomorphologic assessment simultaneously with the biological monitoring and submit all monitoring data and possible remedial activities in one package. Upon DWQ approval of the proposed remedial activities, the work will be carried out. Based on this activity schedule, we would hope that DWQ could continue to process DWQ #001116 so that one mobilization of equipment to do stream repair and the Modification activity would be necessary. Mitigation Plan DWQ officials examined the proposed stream to be culverted on the April 2, 2001 site meeting. This area lies within Hole #17 of the golf course. The total amount of proposed culvert in this stream is 315 ft. The proposed mitigation for this impact is the preservation of 3,520 linear feet (6.06 acres) of forested riparian buffer credit. This results in over a 10:1 mitigation ratio. Additionally, you will recall that this entire development has been "grandfathered" from the Neuse Riparian Buffer Rule. DWQ officials, at the April 2, 2001 site meeting concurred with this logic. We sincerely hope that this information allows you to proceed with processing DWQ #001116.
