I really know nothing about this project except in regards to the stream restoration project under DWQ# 960722. In their response letter to the USACE they proposed preservation at 11:1 (I think), for the current proposed impacts. Do we want to concur with the preservation (possibly unprotected buffers)? Also, are there any NBR issues or is this vested? In response to this project Steve Mitchell did not seem to understand that the project was for new impacts. NC 27609 February 9, 2001 Re: Sandler at Old Stage Wake County DWQ # 001116 Dear Madame/Sir: The Division'of Water Quality has reviewed your submittal of additional information to the US Army Corps of Engineers dated January 16, 2001. The above additional information was not complete since it did not address my correspondence to you dated November 17, 2000. In my November 17, 2000 correspondence I specified that the previously approved stream mitigation required for DWQ project no. 960722 must be repaired in order for this Office to consider modifying the individual 401 Water Quality Certification. In order to conduct the repair work, please submit a plan using natural channel design techniques, that would result in a channel design that meets the definition of stream restoration in General Water Quality Certification no. 3257, condition no. 1. The plan must include a schedule to complete the repair work. Once this plan is approved in writing by this Office, the schedule to complete the repair work shall be followed. The stream restoration physical monitoring plan must also be approved in writing by this Office for the repair work. Also, please be advised that the streams you propose to culvert are not intermittent, but, rather, are perennial in nature; therefore, the mitigation plan proposed in your January 16, 2001 correspondence for the additional culverting in unacceptable. Please provide an acceptable mitigation plan for the proposed culverting. This information is needed by DWQ in order for us to decide whether this project is approvable. I can be reached at 919-733-1786 if you have any questions. Until this information is received, I will place this project on hold due to incomplete information (15A NCAC 2H .0507(a)(4)).
