MS4 Operation and Maintenance Plan
Purpose:
Establish procedures to address and reduce pollutant loads that have the
potential to enter the City's MS4 network and surface waters and provide
a maintenance plan for City maintained stormwater infrastructure.
Program Activities:
• Street Sweeping
• Stormwater Asset Inspections
• Stormwater Infrastructure maintenance
• Stormwater Outfall maintenance
Street Sweeping:
The Public Works Department currently operates three (3) street
sweeper and employs three (3) full-time equipment operators to
implement a street sweeping program.
• All City maintained streets are swept based on established routes
and schedules. On average streets are swept every 2-4 weeks
depending on the condition and cleanliness of streets and gutters
and the season.
• The street sweeper operator is responsible for documenting daily
sweeping activity work orders provided by the Public Works
department. Street sweeping work orders are reviewed at least
annually by the Stormwater Administrator.

Stormwater Asset Inspections:
The Stormwater Division is responsible for coordinating and conducting
inspections of all City maintained stormwater assets (ditches, streams,
pipes, catch basins, outfalls, manholes).
• Currently, inspections of ditches, streams, inlets, pipes, and manholes
are conducted on an as -needed basis, dependent upon staff or citizen
reports.
o Major stormwater outfalls are inspected on a routine basis
as part of the City's dry -weather screening program.
• The City currently inventories and assesses the City's stormwater
infrastructure network. Data collected during this will be loaded
into a GIS geodatabase that houses the City's utility and asset data.
• Any issues discovered during asset inspections shall be reported to
the Stormwater Administrator for documentation and follow-up
investigation. If repairs are necessary the Stormwater Administrator
will coordinate with the street division to address the repairs.
Stormwater Infrastructure Maintenance
The City Public Works department and Stormwater Division share
responsibility for identifying and coordinating maintenance issues related to
City maintained stormwater infrastructure.
• Cleaning of stormwater infrastructure (pipes, ditches, catch basins) is
handled on an as -needed basis, dependent upon condition of assets
and staff or citizen reports.
• If a stormwater asset is identified as having the potential to
contribute to stormwater pollution or flooding, the Stormwater
Administrator, Transportation and Engineering Manager, and Public
Works Director will be notified and appropriate staff will be assigned
to address the issue.

Stormwater Outfall maintenance
The Stormwater Division is responsible for inspecting and coordinating
maintenance of City owned stormwater outfalls.
• Stormwater Division staff will conduct dry -weather screening of major
outfalls 06" or >12" in industrial areas) on a routine basis
o Additional stormwater outfalls shall be inspected at least once per
permit cycle.
o Stormwater outfalls are included in the ongoing asset
inventory and assessment projects.
• If a potential illicit discharge is detected during dry weather
screening, routine inspections, or as a result of a staff or citizen
report it shall immediately be reported to the Stormwater
Administrator who will coordinate an investigation and plan for
remediation if necessary.
• Any outfalls that are deemed in need of repair or maintenance
during inspections shall be reported to the Stormwater
Administrator for repair if the structure is part of the City's
maintained Stormwater infrastructure.
• Illegal dumping or other potential sources of pollution
discovered during routine inspections shall be reported to the
Stormwater Administrator for removal.
• The Stormwater Division will maintain a map of all stormwater
outfall identified as a result of routine inspections and asset
inventory efforts. All associated maintenance activities will be
documented by Stormwater Division staff. Quantities of
litter/pollutants removed will be logged annually.
