We are submitting this letter in response to an email from Jeanette Powell dated June 16, 2021,
regarding MS4 Annual Reporting new guidelines.
On May 24, 2022, staff from the North Carolina Department of Environmental Quality (DEQ) conducted
a compliance audit of the City of Monroe's National Pollutant Discharge Elimination System (NPDES)
Municipal Separate Storm Sewer System (MS4) Permit. During that audit, the following minimum control
measures were evaluated:
• Program Implementation, Documentation & Assessment
• Public Education & Outreach
• Public Involvement & Participation
• Illicit Discharge Detection & Elimination
Pollution Prevention and Good Housekeeping for Municipal Operations
On June 6, 2022, North Carolina DEQ issued a Notice of Violation (NOV-2022-PC-0287) to the City of
Monroe. The following actions were required:
1. Respond in writing within thirty (30) calendar days from the date of receipt of the notice to
acknowledge the requirements and the intent to comply. Letter emailed June 16, 2022
2. Adopt a Council Resolution within sixty (60) calendar days from the date of receipt of the notice.
The resolution must declare support for a compliant stormwater management program. Council
Resolution adopted on July 12, 2022
3. Submit documentation for review and comment within one hundred twenty (120) calendar days
from the date of receipt of the letter:
a. The Illicit Discharge Detection & Elimination Program Plan Due October 14,2022
b. The MS4 Operation & Maintenance Program Plan Due October 14, 2022
c. The Municipal SCM Operation & Maintenance Program Plan Due October 14, 2022
d. Self -evaluate the permit components that were not reviewed by DEQ for compliance.
Due October 14, 2022
e. A Draft Stormwater Management Plan (SWMP) Due October 14, 2022
4. Respond to public comments on the Draft SWMP and submit a final SWMP for DEQ approval and
final permit issuance. Pending Draft SWMP submittal and feedback.
