Doug Smith of JPC Utilities was present during the entire inspection. A review of records, treatment facilities, storage ponds, spray fields, and lift stations was completed. This review mostly reflected compliance with the subject permit. The following items of concern were noted: A. A large wet area was present in a reclaimed zone on Meadows Road. Ms. Caudle recommended turning off the spray heads immediately around the area. Mr. Smith closed the spray heads while on site. Please continue to monitor this area to see if the wet conditions persist. The spray pattern and use of these spray heads may be reevaluated at a later date. B. A wobbler sprinkler riser in the spray zones next to Meadows Road had a large amount of water ponded around the base of the riser. Please monitor this spray head to determine if repairs are needed. C. The three lift stations associated with this system were reviewed. The lift station at the church had a pump that was not working correctly. The lift station at The Village had a broken anti -siphon tube on a pump. Please repair these pumps. Please refer to the enclosed inspection report for additional comments and observations. The lift station at The Village had a broken anti -siphon tube on a pump. Please repair these pumps. Other observations: • Two water supply wells are within 250ft of the compliance boundary. They are shown on the site map. • The spray zones are irrigated every 3 hours (4xday), with each zone being irrigated for 15 minutes. Alternate zones are irrigated, with one group being irrigated MWF and the other TTS, with no irrigation on Sunday. Mr. Smith stated that the 6 o'clock irrigation will likely be removed from the schedule soon. • Mr. Smith stated that he was unaware of the "supply pumps" that transferred wastewater from the EQ basin to the upset system. Mr. Smith stated that he recently replaced all piping associated with the supply pumps in the EQ basin as it was corroded. The supply pumps are now actively transferring wastewater from the EQ basin in the reclaimed plant to the upset treatment system. The supply pumps are float controlled with the pumps in the EQ basin. The supply pumps will run for 35 seconds out of 60 seconds. • A large amount of oil and grease was present in the EQ basin. Mr. Smith stated that Lowes Foods had not been emptying both grease traps. The issue has been resolved. • Mr. Smith provided the November 2021 NDMR and NDAR to me directly. The report has still not been entered into Laserfiche or BIMS by Central Office. Mr. Smith is going to email Central Office to locate the report. • There are three lift stations that supply wastewater to the WWTP. There is a lift station behind the church (5ftx10ft), a lift station at Bojangles (5ftx12ft), and a lift station at The Village shopping center (6ftx12-15ft). All lift stations are float controlled with two grinder pumps. There are high water alarms at each. The alarms will call out until acknowledged. All lift stations have back up power. Bojangles and the church have gates around the lift station. The Village lift station has locks on all components of the lift station. The highwater floats were not tested. • Ms. Caudle walked the bottom of all spray fields next to the creek. There were several stormwater ditches that travel through the spray fields and to the creek. The creek appeared to be in good condition. Upset System (6,000 gpd) • Septic tank ❑ Sand Filter Dose Tank ❑ Sand Filter ❑ CCC (OR return to septic tank) ❑ Foowmeter ❑ Storage Pond ❑ Hydraulically connected wet well with irrigation pumps ❑ spray fields • There are three filters in the septic tank that are cleaned monthly. • Flows in July were high due to grass clippings and other debris getting stuck in the V notch weir and causing the water level to rise. The sensor measured that as an increase in the flow. Mr. Smith stated that checking the V notch weir has been added to the regular maintenance schedule. • A crust has been developing on top of the liquid in the septic tank. Mr. Smith stated that it is approximately 3 inches thick and breaks apart when agitated. Overby Septic was on site during the inspection to remove the scum layer. Mr. Smith stated that it is likely from the increased amount of oils and greases entering the EQ basin and being transferred to the upset system. • There are no floats that control the irrigation system. There is only a highwater float in the irrigation wet well, which calls out. The audible and visual alarm was operational. • A rain sensor is present on the roof of the shelter for the control panel. • The irrigation system as calibrated 4/25/21. The flowmeter was calibrated on 4/28/22. Page 2 of 8 Permit: WQ0019755 Owner - Facility:JPC Utilities LLC Inspection Date: 09/21/2022 Inspection Type: Compliance Evaluation Reason for Visit: Routine • NO3 was 14.4 mg/L in 3/22, and NH3 and TSS were elevated in 7/22. • UP7 had a lime recommendation. • The sand filter has two areas that alternate use when floats are activated. • The dose pumps have been raised and this seems to have solved the crusting problem on the sand filter. Mr. Smith used a sludge just to show that the grit level in the tank is below the raised dose pumps. • The CCC is below ground, but the tablet cylinders can be reviewed. • The only flow to the upset system is diverted from the reclaimed system at the EQ basin. • A scum/algal film was present on top of the storage pond. • A fence surrounds the upset irrigation zone. • Upset Z1 and Z5 were reviewed in operation. Reclaimed System (30,000 gpd) • All reclaimed water is irrigated. There are no non -potable water hydrants. • The irrigation system was calibrated 4/25/2021. • Metering equipment was calibrated 4/28/22. The only meters in the system are the flowmeters and the turbidimeter. • Residuals are now being pumped approximately twice a year by Overby. Residuals are still going to McCleansville WWTP. • The WWTP is now operating as designed. The pipe from the clarifier splitter box at the tertiary filters to the CCC has been removed. The hole in the splitter box has been plugged. The filter backwash is now being returned to the EQ basin, not diverted to the sludge basins. If backwash is being diverted, it is only when Mr. Smith is on site. The supply line from the EQ basin to the upset system is being utilized as discussed above. • The aeration basin blowers have been completely replaced. New down pipes and blowers have been installed. Mr. Smitl said the system is operating more efficiently now. One side was replaced last year, the side closest to the parking lot. The other side was replaced this summer. • Sludge balls and a red color was present in one clarifier, the one closest to the pump building. Mr. Smith stated that it is seasonal. • NO3 has been high (>10 mg/L) the majority of 2022. • RC2, RC4A, RC5A, RC6A, RC6B, RC7A, RC8 had lime recommendations. • There were few chlorine tablets in the two CCC in the clear well. Mr. Smith put tablets in the tubes while on site. • A scum/algal film was present on top of the storage pond. • The irrigation pumps are contained within a building beside the WWTP. The wet well for irrigation is in the building.
