Mr. Manning, Mr. Williams, NCC191999 cannot be rescinded unless the project is closed out (documented by
erosion/sedimentation closeout inspection report) or another COC has been issued to replace the one that is to be
rescinded (new COC number must be provided). In addition, with the NOT Cert form, the legally responsible person -
Paul Manning's name goes on the legally responsible person line of the NOT Cert Form. Floyd Williams can wet sign NOT
Cert Form, but Floyd Williams must also print his name and title on the bottom line of the NOT Cert form. This also
allows Floyd Williams to digitally sign eNOT. thx.
