Box 617 Lincolnton, NC 27093 Email: dperry@lincolntonnc.org NORTH CAROLINA Environmental Quality 9/26/2022 Subject: LTMP Approval Program Name: Lincolnton NPDES Permit No NC0025496, 3.5 MGD City of Lincolnton WWTP Lincoln County, MRO Dear Permittee, The Municipal Unit of the Division of Water Resources has reviewed the Long -Term Monitoring Plan (LTMP) for City of Lincolnton's wastewater treatment plant (WWTP) working under the NPDES Permit No NC0025496 (effective on September 1, 2021). The LTMP was submitted to the Division on August 30, 2022, in response to the August 29, 2022, DWR's HWA and LTMP Review Letter. LTMP revisions were received on September 16, 2022. The LTMP was updated to include the Revision History section and update lower practical quantitation limits (PQLs). The review indicates that the revised LTMP is adequate and meets the requirements needed to establish a site - specific Headworks Analysis (HWA). Proper implementation of an LTMP is also required by your NPDES permit. Please refer to the Comprehensive Guidance for North Carolina Pretreatment Programs (Comprehensive Guide) for additional information and examples. Modifications to the LTMP must be approved by the Division. Regardless of approval action today, within 180 days of the effective date of any reissued or modified NPDES permit the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of Significant Industrial Users (SIUs). Pursuant to 15A NCAC 2H .0907(b) either the Division or the permittee may initiate pretreatment program revisions. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/ Categorical Industrial Users to the POTW. It is the POTWs responsibility to ensure these objectives are constantly met. Thank you for your continued cooperation with the Division's Pretreatment Program.
