Facility Information Facility Name: Town of Butner Public Works Building Facility Address: 403 West G St, Butner NC 27509 Facility Contact and Phone No: Reid Daniel, Public Works Director, Cell # 919.691.0095 1.1 Provide a brief description of the Municipal Operations: The Public Works Department provides numerous services to the citizens of Butner including Facility Maintenance, Project Management, Grounds landscaping, The department is also responsible for the operation, maintenance, and improvement of stormwater control devices; sidewalks and streets; parks; and all Town -owned facilities. 1.2 Potential Sources of Stormwater Pollution The Town of Butner Public Works Building is a one-story corrugated metal building (Photo 1) which contains one office space, two enclosed bays, and four maintenance bays. The maintenance bays (Photo 2) are used for storage of equipment, construction materials and tools, parking of public works vehicles, and minor repair of equipment. Chemicals stored within the maintenance bays include small containers of fuel or oil (5-gallon or smaller), and less than 5 gallons of non -restricted use pesticide. Only minor fueling operations of smaller landscaping equipment such as weed eaters and blowers occur within the maintenance areas. Fueling of Town trucks is completed at local convenience stores. Only minor equipment and vehicle maintenance and repair operations occur within the maintenance bays. Most maintenance and repair operations are conducted at Butner Car Service. Used oil is properly disposed at the Granville County Convenience Center. Vehicle washing operations are done on a designated grassy area within the fence at Public Works. Potential sources of stormwater pollution at the Town of Butner Public Works facility may include the following (if checked): ® Fuel Storage and Transfer Areas ® Fueling Operations Hazardous Material and Waste Storage and Handling Areas ® Maintenance Areas Salt storage and Deicing Operations ❑ Vehicle Washing Operations High Soil Erosion Areas Illicit Discharges 1.3 Allowable Stormwater Discharges: ® Water line and fire hydrant flushing ❑ Landscape irrigation ❑ Uncontaminated groundwater infiltration ❑ Uncontaminated pumped groundwater ❑ Discharges from uncontaminated potable water sources ❑ Foundation and/or footing drains ® Air conditioning condensate ❑ Irrigation waters ❑ Springs ❑ Water from crawl space pumps ❑ Lawn watering ❑ Residential and charity car washing ❑ Dechlorinated swimming pool discharges ❑ Street wash water; and, ❑ Flows from firefighting activities 2. Site Plan An aerial photograph of the Town of Butner Public Works facility (Figure 1) has been inserted below. MSDS Sheets are stored on the wall in the office area of the building. L a NO SMOKING Bradley* iR5TA1D KIT The Personal Protective Equipment (PPE) is stored in a cabinet in the maintenance bay area and in Public Works trucks. One spill response kit is hung on the wall of the maintenance bay and one is kept in the Public Works Supervisor's truck. Storm drain inlet/outlet protection is stored in the maintenance bay. 3. Spill Response 3.1 Spill Response Procedures The Town of Butner has developed the following procedures in case of spills or releases. In case of a minor spill or release, it is crucial to obtain as much information about the incident as possible. This information will help establish severity and procedures for containment and cleanup efforts. If possible, to safely do so: 1) Shut off or isolate the source of the spill immediately. 2) Determine the identity and estimate the quantity of the chemical or material involved. 3) Notify spill contact individual & other emergency contacts: Public Works Supervisor, Stormwater Administrator, Town Manager, NCDEQ Local First responders by 911 as appropriate for severity of the spill. 4) Use appropriate personal protective equipment for the spill material. 5) Cover or block any drains/catch basins in the spill area to prevent further material from entering the storm water system. 6) If possible, use absorbent materials, such as absorbent booms or proper granular absorbents to contain spills that are relatively small in nature and where the spilled chemical/material has been properly identified and assessed. Collect these absorbent materials and treat as hazardous waste. If the spill is large or otherwise uncontrollable or poses a potential immediate hazard to human health and public safety, employees must call emergency agencies. Table 1. Training documentation is provided in Section 7 below. 3.3 Illicit Discharge Violations Illicit discharges are prohibited by the Town's MS4 permit, NCDEQ and Butner Land Development Ordinance Article 15: Watershed Protection Ordinance. Illicit discharges may be punishable by civil and criminal penalties, as illicit discharges constitute a threat to public health and safety. Permittees may receive a Notice of Violation and/or be assessed a civil penalty because of the illicit discharge and may be responsible for the cleanup costs. 3.4 Documenting Releases Table 2 below is provided to document releases that occur at the Town of Butner Public Works Building. As of the date this document was produced, no spills or releases have occurred at the Public Works Building. Table 2. Best Management Practices To minimize stormwater pollution at the Town of Butner Public Works facility, employees follow all local, state and federal regulations and adhere to industry standard best management practices. Potentially hazardous materials such as paint, cleaning products, insecticides and herbicides are purchased locally or shipped to the public works building. They are handled according to manufacturers' suggestions. They are stored on shelves or in hazardous material cabinets in the maintenance bay area. Shelving is fitted with a lip around the edge to prevent leaks to the floor and into the trench drain. Gasoline and two cycle oil mixtures are stored in OSHA approved safety cans fitted with funnels to prevent leaks. The cans are stored on shelves or in hazardous material cabinets in the maintenance bay area. The gasoline is purchased at Creedmoor Fuel. Only fueling of small engines occur at the Public Works Facility and takes place on the tailgate of Public Works trucks. Fueling of larger vehicles, including Public Works trucks and gasoline safety cans takes place at local convenience stores. Employees are prohibited from dumping any potentially hazardous materials. All materials must be disposed of properly at the Granville County Convenience Center. Town owned vehicles are currently washed and a designated grassy area inside the Public Works Fence. Town owned vehicles and other property are maintained by Butner Car Service. Some minor small engine repair is occasionally performed at the Public Works Building. 5. Inspections There are no stormwater control devices, oil and water separators, or tanks located at the Town of Butner Public Works facility. 6. Stormwater Discharge Outfall (SDO) Monitoring Stormwater flows from the Town of Butner Public Works facility Through a grassy buffer into a wooded buffer before entering an unnamed tributary of Knapp of Reeds Creek. These outfalls are inspected regularly by Public Works employees. Stormwater discharge points and/or outfalls are monitored to make sure that pollutants are not being released. When inspecting storm water discharges, employees look for possible signs of contamination, including cloudy discharges, unusual color, odors, floating, suspended, or settled solids, foaming, oil sheens and other obvious signs of contamination.
