Public Notices were sent to the Stanly News and Press and Montgomery Herald on June
5, 2007 to solicit comments regarding the proposed 401 Water Quality Certifications for these
projects. The text of the public notices are repeated below. Anyone desiring to comment on
these application should follow the procedures and timelines outlined in the public notices.
NORTH CAROLINA DIVISION OF WATER QUALITY
401 Certification for Blewett Falls and Tillery dams for FERC relicensing
PUBLIC NOTICE is hereby given that Progress Energy Carolinas, Inc. has applied to the North
Carolina Division of Water Quality for a Water Quality Certification pursuant to Section 401 of
the Federal Clean Water Act and Water Quality Commission rules in 15A NCAC 2H 1300. The
activity for this Certification is sought to issue a 401 Certification for the Federal Energy
Regulatory Commission license for the Yadkin-Pee Dee Hydroelectric Project (FERC No. 2206)
in Montgomery, Stanly, Anson and Richmond Counties for dams at Blewett Falls and Tillery.
The application for the project includes plans to address dissolved oxygen issues in the Yadkin
River downstream of the dams, modify the minimum low flow in the river, provide permanent
protection of stream corridors in order to partially offset minimum flows as well as conduct
biological and flow monitoring in the river. In addition, water quality-related items in the
Relicensing Settlement Agreement dated May 9, 2007 are also proposed to be incorporated into
the 401 Certification.
The public is invited to comment on the above-mentioned application to the Division of Water
Quality. Comments shall be in writing and shall be received by the Division no later than July
18, 2007. Please refer to DWQ _Prolect Number 2003-0417 version 3 in your response.
Comments should be sent to the N.C. Division of Water Quality, Wetlands and Stormwater
Branch, 2321 Crabtree Boulevard, Raleigh, NC 27604, Attn: John Dorney (919-733-9646 Fax:
919-733-6893). A copy of the application is on file at the Division office at Mooresville, North
Carolina 28115 (Mooresville Regional Office fax 704-663-6040) during normal business hours
and may be inspected by the public.
