The activity for this Certification is sought to issue a 401 Certification for the Federal Energy Regulatory Commission license for the Yadkin-Pee Dee Hydroelectric Project (FERC No. 2206) in Montgomery, Stanly, Anson and Richmond Counties for dams at Blewett Falls and Tillery. The application for the project includes plans to address dissolved oxygen issues in the Yadkin River downstream of the dams, modify the minimum low flow in the river, provide permanent protection of stream corridors in order to partially offset minimum flows as well as conduct biological and flow monitoring in the river. In addition, water quality-related items in the Relicensing Settlement Agreement dated May 9, 2007 are also proposed to be incorporated into the 401 Certification. The public is invited to comment on the above-mentioned application to the Division of Water Quality. Comments shall be in writing and shall be received by the Division no later than July 18, 2007.
