401 CERTIFICATION FOR
BLEWETT FALLS AND TILLERY DAMS FOR FERC RELICENSING
PUBLIC NOTICE is hereby given that Progress Energy Carolinas, Inc. has applied to the
North Carolina Division of Water Quality for a Water Quality Certification pursuant to Section
401 of the Federal Clean Water Act and Water Quality Commission rules in 15A NCAC 2H
1300. The activity for this Certification is sought to issue a 401 Certification for the Federal
Energy Regulatory Commission license for the Yadkin Pee Dee Hydroelectric Project (FERC
No. 2206~j 1Yti Montgomery, Stanly, Anson and Richmond Counties for dams at Blewett Falls
and Tillery. The application for the project includes plans to address dissolved oxygen issues
in the Yadkin River downstream of the dams, modify the minimum low flow in the river,
provide permanent protection of stream corridors in order to partially offset minimum flows as
well as conduct biological and flow monitoring in the river. In addition, water quality-related
items in the Relicensing Settlement Agreement dates May 9, 2007 are also proposed to be

DAMS FOR FERC RELICENSING
PUBLICf NOTICE is hereby given that
Progress Energy Carolinas, Inc. has
applied to the North Carolina Division of
Water Quality for a Water Quality Certif-
ication pursuant to Section 401 of the
Federal Clean Water Act and Water
Quality Commission rules in 15A NCAC

above-mentioned application to the Di-
vision of Water Quality. Comments
shall be in writing and shall be received
by the Division no later than July 18,

Number 2003-0417 version 3 in your
