The approved revisions are listed on the attached table. It has been determined that a formal permit modification is not required for the proposed changes. We are forwarding you an approved copy of the revised plans for your files. Please add the attached planks to the previously approved plan set and replace page 3 of 6 of the application with the updated page 3 of 6 (stamped received on August 2, 2016) and replace the previously approved page 2 of 4 of the low density supplement form with the updated page 2 of 4 (stamped received on August.16, 2016) attached. Please be aware that all terms and conditions of the permit issued on February 24, 2016, remain in full force and effect. Please also understand that the approval of this revision to the approved plans or to the permit for the subject State Stormwater project is done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to construction. 'billy@eaglepointgc.net' Subject: Eagle Point SW8 980634 Mark: The grading you show on the plans submitted on August 2, 2016, will allow sheet flow over the impervious area of the parking lot itself, but the existing grade appears to reconcentrate that runoff once it leaves the parking lot. I understand that there are trees up against the parking lot that you would like to preserve, but those trees are so close to the edge that those roots will end up being impacted by the construction and the fill, regardless. In addition, the use of curb and gutter (albeit a small amount) requires the installation of a 100 foot long swale with 5:1 slopes at a 5% grade or less or a 100' long vegetated area at a 5% grade or where non - erosive sheet flow can be achieved. I really need some type of level spreader or gravel verge to catch that runoff and promote infiltration and sheet flow through the grassed area as the runoff leaves the parking lot. As we discussed at the submittal meeting, there will need to be a more aggressive maintenance component to keep the grass from building up above the pavement edge and to keep it sloped to promote drainage. I would suggest that you install a 12" gravel verge along the edge of the parking lot to make the transition easier to maintain. Please submit a revised plan with a level spreader and a 100' long curb outlet swale or a 100' long vegetated area, or add a 12"W x 12" D gravel verge along the edge of the parking lot. I started comparing the proposed grading to the original contours provided in 1999 and have come to realize that we only have spot elevations for the pavement. There is no associated proposed contour depicting the land grading operations that were needed to construct the original clubhouse, entrance road, villas, and parking. This plan revision approval letter will be caveated by a requirement for the permittee to provide an as - built grading plan specific to the clubhouse, entrance road and villas, before any additional changes are approved at this site, (i.e., changes made AFTER this one) so the Division can see how the land has been graded, and determine whether the grading supports the intent of low density. Please also note on the application that I have labeled the second drainage area column as "ORW AEC". Also, the onsite buildings are listed as 49226 in the overall column, but as 49262 in the ORW AEC column. The Feb 2016 application listed the buildings in both columns as 49226. STORM WATER NARRATIVE EAGLE POINT GOLF CLUB PARKING LOT ADDITION WILMINGTON, NC ECEIVEZEN AUG o z 2016 0 The site is located at 8131 Bald Eagle Lane in Porter's Neck off of Market Street. The proposed project is adjacent to the existing club house and recently permitted Fitness Center/Halfway House and Dorm Facility located on the 216 acre site. The parking lot addition will only add 3,828 sf of new impervious area. There will be 198 sf of asphalt removed for a landscape island, 122 sf of concrete sidewalk that will be removed and replaced with asphalt and 4,148 sf of new asphalt and curbing and concrete walkway for the new parking lot. The golf course was previously permitted as a Low Density project on December 17, 1998 (SW8 980634). The latest modification to the permit was issued on February 24, 2016. The amount of impervious area was only 7.56%. The new impervious area will only increase the impervious area for the site to 7.63%. All the proposed runoff will continue to sheet flow into natural areas and on to the golf course grassed areas. A swale was added at the end of the access drive adjacent to the dumpster to capture runoff coming down the drive and convey it into a natural area where it will be allowed to sheet flow. The project drains to the Intracoastal Waterway (classification SA; ORW). The soils on site are primarily Kenansville (Soil Group A) complexes.
