Operator in responsible charge, Darrin Allred, was present for the inspection. Inspection findings are detailed in the attached water compliance inspection report. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Ron Boone, of the NC Division of Water Resoureces, Winston-Salem Regional Office, conducted a compliance evaluation inspection of the City of Burlington's Eastside WWTP on 8/23/2022. ORC, Darren Allred, was present for the inspection. Inspection findings are detailed below: The current permit is maintained on site. It expired in 2019 and is currently under rewrite. The mechanical bar screen is operational and in good condition. The mechanical grit removal system is currently not operational and it will be another month or so for replacement parts to arrive on site. The primary clarifiers are both in operation and looked good during the inspection. The biological nutrient removal process looked good and no adverse conditions were noted. The aeration basins (AB) appear to be in good condition and the mixed liquor appears healthy. The basins use diffused aeration. No concerns were noted. The secondary clarifiers also appear in good condition and operating properly. The weirs appear to be level and no short circuiting was noticed in the clarifiers. The plant uses chlorine gas and sulfur dioxide gase for disinfection and dechlorination, respectively. The effluent flow meter is used for reporting and it was last calibrated in July of 2022. It reports both a constant flow rate as well as the total flow. The meter is normally calibrated quarterly. The plant's three generators supply power for the whole facility. There are two 600KW and one 1.5KW generators. The generators are test run monthly and the city uses Huffman Oil for their fuel supply. The effluent appeared excellent. It was very clear and there is no odor. There was no foam or floating solids. The inspector has the following recommendations: Develop an emergency contingency with a fuel supplier for generators for priority supply during extended outages. No permit deficiencies or violations were noted during the inspection.
