401 Certification for Blewett Falls and Tillery dams for FERC relicensing
PUBLIC NOTICE is hereby given that Progress Energy Carolinas, Inc. has applied to the North Carolina
Division of Water Quality for a Water Quality Certification pursuant to Section 401 of the Federal Cleasn Water
Act and Water Quality Commission rules in 15A NCAC 2H 1300. The activity for this Certification. i~ sought
to issue a 401 Certification for the Federal Energy Regulatory Commission license for the Yadkin-P'ee Dee
Hydroelectric Project (FERC No. 2206) in Montgomery, Stanly, Anson and Richmond Counties for dams at
Blewett Falls and Tillery. The application for the project includes plans to address dissolved oxygen ismsues in
the Yadkin River downstream of the dams, modify the minimum low flow in the river, provide pe~nanent
protection of stream corridors in order to partially offset minimum flows as well as conduct biological aid flow
monitoring in the river. In addition, water quality-related items in the Relicensing Settlement Agreemeffit dated
May 9, 2007 are also proposed to be incorporated into the 401 Certification.
The public is invited to comment on the above-mentioned application to the Division of Water duality.
Comments shall be in writing and shall be received by the Division no later than July 18, 2007. Please m~fer to
