ALL ROADWAY AND TRAFFIC IMPROVEMENTS REQUIRED BY THE TOWN AND/OR NCDOT SHALL BE CONSTRUCTED OR FINANCIALLY GUARANTEED PRIOR TO THE PLATTING OF THE PHASE OF THE DEVELOPMENT THAT WILL TRIGGER THEIR NECESSITY. IF NO PHASE IS SPECIFIED, THE IMPROVEMENTS SHALL BE REQUIRED IMMEDIATELY OR AS SPECIFICALLY REQUIRED BY NCDOT. 4. THE NEW TRAFFIC SIGNAL REQUIRED AT THE INTERSECTIONS OF COVERED BRIDGE ROAD AND N. O'NEIL STREET SHALL BE INSTALLED PRIOR TO THE COMPLETION OF THE SUBDIVISION, OR WITHIN A TIMEFRAME REQUIRED BY NCDOT. 5. THE TRAFFIC SIGNAL REQUIRED AT THE INTERSECTION OF SHOTWELL ROAD AND COVERED BRIDGE ROAD SHALL BE INSTALLED PRIOR TO THE COMPLETION OF THE SUBDIVISION, OR WITHIN A TIMEFRAME REQUIRED BY NCDOT. 6. FEE -IN -LIEU SHALL BE PAID FOR HALF OF THE PROPOSED STREAM CROSSING OF STREET "D" TO THE EAST AT PLAT RECORDATION FOR PHASE. 7.
