Subject: Validation of NPDES Permit Applications
Permit NCO043532
West Stanly WWTP (formerly Oakboro WWTP)
Prior to the March 2014 transfer of ownership by the Division of Water Resources of the
former NPDES Oakboro WWTP permit NCO043532 to Stanly County, the then owner Town
of Oakboro submitted applications in July 2013 for:
1) NPDES permit modification to expand to 1.2 MGD which included a flow justification,
Engineering Alternative Analyses (EAA), and supports calculations to re -rate the
existing treatment works based on a Division's 2005 speculative limit letter. The
application and support documents were prepared for the Town of Oakboro by their
representative The Wooten Company.
2) NPDES permit renewal for current permitted 0.9 MGD conditions and a request to
include the 1.2 MGD expansion. The application was prepared for the Town of
Oakboro by their representative The Wooten Company.
It is our understanding Stanly County wishes to proceed with the NCO043532 permit
renewal and the NCO043532 permit modification for expanding to1.2 MGD. The
documentation regarding the permit renewal and expansion was submitted by the previous
owner, the Town of Oakboro under the signature of Mayor Danny Long. Therefore, the
Division is requiring Stanly County to provide new signature pages (page 9 of EPA Form
23510 -2A) on both applications under their representative signature.
Upon submittal of the new signature pages Stanly County is accepting the documentation
in the previously submitted applications, EAA, flow justification, and applying for the permit
renewal and the permit expansion modification for 1.2 MGD. This submittal also signifies
Stanly County, or their designated representative, as the responsible party to address any
issues or questions in regards to these applications.

Please be aware that any expansion above 0.9 MGD including the re -rate of the existing
equipment, changes associated with treatment upgrades, or equipment additions associated
with an expansion are subject to Division approval as part of the Authorization to Construct
permitting process. An Authorization to Construct permit application cannot be processed for
approval by the Division until the proposed expansion has an approved limitation page in the
NPDES permit. Additional details on applying for an Authorization to Construct permit is
