Accordingly, we are forwarding the attached A.(1.) Efffluent Limitations And Monitoring Requirements Sheet reflecting grab samples instead of composite samples for some parameters. Please replace the page in the permit with this new page. This change is considered a Minor Modification, not requiring a fee or public notice in accordance with T15A: 021-1.01,14(b)(7). Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements -- --to obtain -otl er permits which may be required by the Division of Water Quality *or permits required by the - Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. Sorry I missed it on the draft. Most (but not all) of WSRO's package plant permits with a permitted flow of 0.03 MGD or less specify grab samples per the regulation cite below. Thanks, Mike. 15A NCAC 0213 .0505 MONITORING REQUIREMENTS (3) Collection of Samples: (A) Samples collected in receiving waters shall be grab samples. (B) Samples of the influent and effluent of the water pollution control facility or other point source shall be composite samples, ex ec pt as provided in Rule .0505 (c)(3)(C) of this Section, or fo�facilitieswith design flows of 30,000 gallons =per day or less unless required by the Director. The Director may specify the methods of sample collection as to type of sample and type of composite sampling required. No one asked this during the draft review. If needed, I can issue a minor mod to make it grab sampling. Please let me know. He was asking why the permit calls for composite sampling. The flow limits are 0.006 MGD and 0.017 MGD. If memory serves me correctly, we typically require composite sampling for permitted flows above 0.03 MGD. Trying to get a collect a composite sample of less than 6,000 gpd might be next to impossible. Was there a reason for requiring composite or should the permit say grab? Thanks, Mike.
