Dear Mr. Patterson:
On 8/18/2022 a Pretreatment Compliance Inspection (PCI) was performed by Tricia Lowery of the
Winston-Salem Regional Office. Kristi King was present for the inspection. The purpose of this
inspection was to determine the effectiveness of the Town's pretreatment program, which includes
reviewing the files, POTW plant performance, industry monitoring data, and adherence to the
enforcement response plan (ERP).
Background
South Burlington WWTP (NC0023876) and East Burlington WWTP (NC0023868) are both a 12.0 MGD
permitted facilities. The City of Burlington has 12 Significant Industrial Users (SIUs), 2 of which are
categorical. Of the 12 SIUs, South Burlington has 7 SIUs discharging to their facility and East Burlington
has 5 SIUs (2 categorical) discharging to their facility.
POTW Interview
There are no plant problems related to pretreatment issues. One SIU was SNC for zinc in the first 6-
month period of 2021: Indulor. Notices of Violations were issued, in addition to a civil penalty for zinc.
The facility was back in compliance for 2nd 6-month period.
Pretreatment Program Elements Review
The Headworks Analysis (HWA) renewal was submitted 3/17/2020 and is still awaiting approval. The next
HWA due will be determined once current submittal is approved.
The IWS renewal was submitted 7/1/2021 was approved on 8/10/2022. The next IWS is due 8/9/2027.
The Sewer Use Ordinance (SUO) was submitted on 12/5/2013. The last SUO approval date was 3/1/2013.
Currently awaiting approval for updated SUO submitted on 12/5/2013.
The Enforcement Response Plan (ERP) was submitted on 11/12/2019 and approved on 2/5/2020.

The Long -Term Monitoring Plan (LTMP) was submitted 11/18/2005 and approved on 1/27/2006.
LTMP File Review
The Long -Term Monitoring Plan (LTMP) is being conducted at the proper locations and frequencies
(2/year).
Industrial User Permit (IUP) File Review
A review of the file for Engineered Controls (#0019) revealed that the monitoring data was well
organized and compliant.
A review of the file for Carolina Hosiery Mill (#0055) revealed that the monitoring data was well
organized and compliant.
A review of the file for LabCorp (#0066) revealed that the monitoring data was well organized and
compliant.
The slug/spill control plan for Engineered Controls (#0019) was in good order.
The slug/spill control plan for Carolina Hosiery Mill (#0055) was in good order.
The slug/spill control plan for LabCorp (#0066) was in good order.
Action Items
No other action items were noted.
The pretreatment program is considered satisfactory. Kristi King runs an adequate and comprehensive
