Location description: The project area is located along both sides of Interstate Highway 73, between NC Highway 68 and Ted
Johnson Parkway, at the Piedmont Triad International Airport (PTIA), in Greensboro, Guilford County, North Carolina.
Description of Activity: The North Carolina Department of Transportation (NCDOT) proposes to construct project HE-0005,
which includes two new roadway sections, north and south of Interstate 73 (I73) between SR 2133 (Pleasant Ridge Road) and
SR 4156 (North Regional Road). The proposed project also includes a roadw y bridge over I-73. The purpose of this project is
to facilitate access to the Boom Supersonic manufacturing facility at PTIA.
Your work as proposed does not require Department of the Army authorization for the following reason(s):

The project cut/fill limits is composed of high ground. Therefore, your proposed activity will not occur in any
aquatic resources.
❑ The proposed activity will occur in non jurisdictional waters and/or wetlands.
❑ The proposed activity is not regulated and/or does not include regulated discharges of dredged or fill material. A
jurisdictional determination was not completed with this request. This letter does not address nor include any
consideration for jurisdiction on aquatic resources and shall not be interpreted as such. This is not an appealable action.
However, you may request an approved JD, which is an appealable action, by contacting the Corps for further instruction.
❑ The proposed activity is exempt from Department of the Army regulations. A jurisdictional determination was not
completed with this request. This letter does not address nor include any consideration for jurisdiction on aquatic
resources and shall not be interpreted as such. This is not an appealable action. However, you may request an approved
JD, which is an appealable action, by contacting the Corps for further instruction.
Remarks: The project cut/fill limits as referenced above includes those areas as shown on the attached project plans
entitled "Wetland and Surface Water Impacts Permit", Permit Drawing Sheet Nos. 1 through 6. Note especially
that Permit Drawing Sheets 2 and 3 show proposed fill (rip rap) immediately to the north of Stream SB, and
Permit Drawing Sheets 4 and 5 shows a bridge that would completely span Stream SD with abutments that occur
just south of Wetland WO. Note that no discharges of dredged or fill material are authorized in waters of the US
for any portion of HE-0005 or the Boom Supersonic project at PTIA.
This Department of the Army determination does not relieve the permittee of the responsibility to obtain any other required Federal,
State, or local approvals/permits. The permittee may need to contact appropriate State and local agencies before beginning work.
For any activity within the twenty coastal counties, before beginning work, you must contact the N.C. Division of Coastal
Management to discuss any required State authorization.
