4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: *
The project consists of replacement of two existing walking trail bridges within four
parcels located near 3427 Beaux Court in Raleigh. The only proposed impacts will be
to riparian buffers for the proposed replacement bridges. Bridge 1 will cross Stream 1
just east of the current bridge which is to be removed. The Bridge 2 replacement will
cross Stream 2. The existing greenway bridge will be removed, and a new bridge
constructed west of the old bridge location. Segments of new trail will be added to
connect the new bridges to the existing trails. These new segments of trail will just be
simple foot paths with no built -upon area and no removal of trees. These impacts are
"deemed allowable" but because they overlap with impacts for site access, they are
included in the impact totals.

Comments:
WR requested a Preliminary Jurisdictional Determination from the USAGE for the
project locations. Lyle Phillips with USACE concurred with the delineation performed
by WR for the review area via an email sent October 21, 2021 (see attached). No
wetlands were identified at either location.
Both streams are depicted on the USGS topo map and the Wake County Soil Survey
and therefore are subject to the Neuse buffer rules. Subjectivity to the buffer rules for
Streams 1 and 2 is conceded by WR and a buffer determination from DWR will not be
required.

Comments:
The proposed impacts for the Bridge 1 replacement consist of 60 sq ft of permanent
Zone 1 impacts to riparian buffers for bridge footers. Additionally, 9,541 sq ft of
temporary buffer impacts are proposed (Zone 1: 7,812 sq ft; Zone 2: 1,729 sq ft).
Temporary buffer impacts are necessary for site access, bridge construction, and for
the creation of the new trail segments to connect the new bridges to the existing
trails. Note that these new trail segments overlap with the temporary impacts for
access and have been included in this application but are considered "deemed
allowable" in the Neuse Buffer Rules because they do not include removal of any
trees or the addition of any built -upon area, they are simply foot paths a couple feet in
width.
Proposed impacts for the Bridge 2 replacement consist of 72 sq ft of permanent
impacts to buffers for bridge footers. Temporary buffer impacts for Bridge 2 total
4,890 (Zone 1: 3,232 sq ft; Zone 2: 1,658 sq ft) and are for the same reasons as
Bridge 1.

1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The proposed bridge replacements have been designed to cross streams and
riparian buffers at a perpendicular angle to minimize impacts to buffers. Replacement
bridges will be installed in a top -down construction method to avoid disturbance to
streams. The existing greenway trails are adjacent to buffered streams and impacts
to riparian buffers are unavoidable. No new built -upon area is proposed, and existing
trails will remain as unimproved foot paths. Additionally, new segments of trail
necessary to connect the replacement bridges to the existing trails have been
designed to also consist of no built -upon area and no removal of trees..

Existing trails will be utilized for site access with only temporary impacts proposed.
No wetlands or streams will be impacted at either site. Typical erosion control
measures will be implemented and maintained at both bridge sites (see attached
diffuse flow documentation).

The proposed bridge replacements project will not result in concentrated stormwater flow through
the riparian buffer. Temporarily disturbed areas adjacent to the project will be stabilized with
appropriate measures to prevent stormwater flow through the buffer in both the near and long
term.

On behalf of Alpha and Omega Group, we are requesting a Buffer Authorization from the NC DWR
for 132 sq ft of permanent buffer impacts and 14,431 sq ft of temporary buffer impacts for the
replacement of two adjacent bridged stream crossings on portions of the Neuse River Greenway
Trail system.
Bridge 1 is between Forest Mill Court and Singleleaf Lane in Raleigh (35.882538°N; -
78.525568°W). Bridge 1 will cross Stream 1 just east of the current bridge which is to be removed.
The project area is in the Neuse River basin and onsite waters drain to the Neuse River. The Water
Quality Classification for the Neuse River is C;NSW and the Stream Index Number is: 27-(22.5).
The cataloging unit for the site is 03020201.
The Bridge 2 project area is in Raleigh, just north of Duveneck Drive (35.879006°N; -
78.528047°W). The Bridge 2 replacement will cross Stream 2 The existing greenway bridge will
be removed, and a new bridge constructed west of the old bridge location. The project area is in
the Neuse River basin and onsite waters drain to the Neuse River. The Water Quality Classification
for the Neuse River is C;NSW and the Stream Index Number is: 27-(22.5). The cataloging unit for

Project History
The proposed locations for the bridge replacements were reviewed for water resources by WR in
July 2021. The review of the proposed alignment determined the proposed bridges are near the
confluence of two unnamed perennial streams adjacent to the Neuse River (Stream 1 and Stream
2).
WR requested a Preliminary Jurisdictional Determination from the USACE for the project
locations. Lyle Phillips with USACE concurred with the delineation performed by WR for the

local Municipalities, etc.) and approvals (i.e. wetland delineation, stream/buffer determination,
environmental permitting, etc.) at the request of the contract purchaser:

I do not need to make a site visit for the above referenced project, and concur with the delineation
within the solid red outlined "Review Area" depicted on the attached "Preliminary Jurisdictional
Determination Request Exhibit" exhibit. Due to workload volume it may take 90-120 days for the
issuance of a standalone JD, however, you may use the delineation for planning and permitting
purposes. Should the need for a permit arise the JD can be issued with the permit verification. The
AID for this project is SAW-2021-02056. I have attached the "Preliminary Jurisdictional
Determination Request Exhibit" exhibit for reference.
