A review of available records, treatment facilities, storage facilities, and lift station was completed. Steve Craver and Jeff Walser of the City of Lexington were present during the entire inspection. This review mostly reflected compliance with the subject permit. The following items of concern was noted: 1. Neither the highwater float nor the alarm at the lift station were working at the time of inspection. Per Permit Condition 11.1 the facility shall be effectively maintained and operated at all times. Please repair the float and highwater alarm as soon as possible. 2. Per Permit Condition 111.8 and Permit Condition IV.3 the turbidimeter and flowmeter shall be calibrated at least once a year. The facility has not produced reclaimed water since August of 2017. Please be mindful that the turbidimeter and the flowmeter must be calibrated before the system is returned to operation. 3. An Operation and Maintenance Plan, Spill Plan, and Residuals Management Plan were not available at the time of inspection. Ms. Caudle requested the materials be provided via email. Materials were provided on August 25, 2022. Moving forward, please have all plans available per Permit Condition 111.2. Ms. Caudle provided the permit renewal application on 8/18/2022. • There is no back up power at this facility. • There is currently no need for reclaimed water at the golf course. No reclaimed water has been generated since August 2017. There were issues with the age of potable water in the water tower that serves the golf course and country club. To turn over water faster, potable water was transferred from the tower to the storage tank for irrigation. • All treatment units are still operational or can be returned to operational status easily. All treatment units were in good condition. • Swearing Creek Forcemain ❑ Lift Station ❑ Aeration Basin ❑ Clarifier ❑ Disc Filters ❑ CCC ❑ Storage Tank OR Clarifier ❑ Manhole with return to forcemain • All effluent for this facility is diverted from a forcemain along Swearing Creek. A sluice gate is opened which allows wastewater from the forcemain to gravity flow to the lift station. The lift station is controlled by floats or a timer when the system is in operation. The elevation for the forcemain and the top of the lift station are even. The sluice gate is manually opened or closed. There is an outlet pipe from the lift station to the forcemain that allows wastewater to return to the forcemain if the check valve at the aeration basin fails. • The pipe from the forcemain does pass under a creek. The creek appeared to be in good condition. • The lift station is located at the #4 tee box. 35.7910124,-80.2500274. • There is a flowmeter at the head of the treatment train which measures how much effluent enters the treatment system 35.7938579,-80.2480320. • Currently, the blowers are not able to operate as needed under the pressure head when the aeration basin is completely full. There is still wastewater in the aeration basin and the blowers continue to operate. All aerators appeared to be operating correctly. Mr. Craver stated that new blowers will be installed in October or November as soon as they arrive. • A DO meter is present in the aeration basin, but the probe has been repurposed in the WWTP. A probe can be installed if needed. • Wastewater still gravity flows from the aeration basin to the clarifier, but nothing is leaving the clarifier. The wastewater level in the clarifier is below the weirs. Currently the waste valve is open to return wastewater to the aeration basin. The waste return is powered by the blowers. • When in operation, solids from the clarifier are wasted directly to the manhole with return to the forcemain. • There is a valve between the clarifier and the tertiary disc filters that allows operators to divert wastewater to the manholE with return to the forcemain when storage is full. • The tertiary filter treatment unit was in good condition. Replacement panels are available if needed. There are nozzles that backwash the filter panels. • The chlorine contact chamber was empty. The CCC is appropriately sized for the treatment system. Another flowmeter is present at the end of the chlorine contact chamber. There is also a turbidimeter at the end of the CCC that will direct flow as needed if turbidity exceeds 8 NTU. • The storage tank is open to the atmosphere. The storage tank is approximately 21ft tall. Reclaimed water enters the storage tank from the bottom via a float -controlled pump. An overflow pipe is present in the storage tank. The top of the pipe is approximately 2ft from the top of the storage tank. The overflow leads to the manhole with return to the forcemain. When the system is in operation, if more reclaimed water is produced than what can be used effluent will enter the overflow and be transferred back to the manhole. Potable water can also be transferred to the storage tank. • There are three irrigation pumps present. The golf course maintenance team manages irrigation. Currently they are usinc potable water that is transferred from a water tower to the storage tank to irrigates the golf course. There is a computer system to operate the irrigation zones manually. The maintenance team only irrigates potable water at night or early in the morning when there is no one on the course. Karl Trost and Lance Emert are the supervisor and assistant supervisor, respectively. • Someone from the City will check the treatment facility at least once every three months, but golf course personnel are on site 7 days a week to monitor the treatment units. Follow up items: • Are there any non -potable water outlets anywhere on the course?
