As you are aware, the Department has monitored the Temporary Impact Sites 3A and 3B since
construction was completed in 2018. Located in Forsyth County at the intersection of Winston-
Salem Northern Beltway and US 158 (Reidsville Rd), the sites were monitored for temporary
stream impacts associated with the U-2579B project. According to permit conditions, NCDOT
was required to visually monitor the sites using Level II monitoring for vegetative success and
stream stability. Hydrologic monitoring was not required for this project. As previously
discussed in the restoration plan, the streams are in temporary drainage and construction
easements. The site was not used for Compensatory Mitigation purposes and is not held in
NCDOT Right of Way or in a Conservation Easement.
During the monitoring period, annual monitoring reports were submitted to the appropriate
regulatory agencies via the Environmental Analysis Unit (EAU) website:

After two years of Level II monitoring, the stream is stable and vegetation has met survival the
planted species are surviving. Individual annual monitoring data is provided within the
monitoring reports available on EAU'S website for years 2019 and 2020

On October 1, 2020, a site visit with DWR and other regulatory agency staff was conducted. It
was determined that the site success criteria had been met and that no further monitoring would
be required. It was requested at the time that the excess geotextile fabric be removed from the
stream. NCDOT has completed removal of that material. NCDOT requests that the appropriate
resource agencies provide documentation stating that no further monitoring is required and that
