ATTACHMENT A — SITE MAP
Was the facility originally permitted or had a major modification issued after September 1, 2006?

system, elimination or reduction of extraneous flows, or water conservation and shall include the source of funding for the
improvements. If expansion is not proposed or is proposed for a later date, a justification shall be made that wastewater
treatment needs will be met based on past growth records and future growth projections, and as appropriate, shall include
conservation plans or other measures to achieve waste flow reductions.

Subject: Plan of Action — Resolution of Wastewater Treatment Hydraulic Issues
Preparation of Form: WWIS-R 02-21 indicated that, based on the annual average daily flow (ADF) of
water usage for the year 2021, Trinity American, Corp. used about 1,333 gallons per day (gpd) of potable
water. The metering data and calculations are attached to this document. The calculations also included
ADF calculations for the most recent period of June -July 2022. Because of downsizing of various users of
the Trinity American, the water usage for the recent period was calculate as 625 gpd. The comparison of
annual ADF-2021 to the recent period was only made as a check of the current flow situation and its
effect on the hydraulic capacity of the wastewater treatment facility (wwtf). Even though the ADF has
been trending down during 2022, the wwtf is operating at 78+% of its permitted capacity of 800 gpd.
The intent of this document is to set forth a preliminary plan of action to address the flow capacity at
the existing wwtf. Having just recently been introduced to the wwtf at Trinity American, my opinions are
preliminary and do not address the mechanical worthiness of the wwtf at this time. My opinion, based
upon my current knowledge of the facilities is:
1. Flow reduction from the business operations is of primary importance. The water using fixtures
in the industrial facilities need upgrading (replacing) with low water using fixtures that have
positive, flow cut-off features. Sizing treatment facilities based on employment numbers or area
values is compromised if the fixtures do not work properly and continue to discharge to
treatment facilities. Also, an analysis of the business operations should be performed to
determine the volume of water usage that is not returned to the wwtf.
2. Past business operations at the Trinity American site indicate that the facility has plenty of
potential to house numerous employees and can create significant domestic water demands.
With that said, an interim solution would be to keep the business operations at levels lower
than was being used in 2021.
3. NCDEQ has make a thorough inspection of the wwtf and identified unit process that should be
modified or otherwise maintained. Those items appear to be readily correctable and work
should continue as rapidly as possible.
4. Currently, I have given a "punch list" of fixture items that need to be updated and replaced to a
local contractor. Additionally, the contractor will be providing a proposal to repair the existing
recirculation/suction line and remove the temporary, above ground line at the wwtf.
The above items are outlined for your consideration.

I understand that previous efforts have been made to obtain wastewater services for the City of
Archdale and have not been successful. Therefore, assuming that the existing wwtf will need to
continue operating in the future a detailed design sturdy of the facility should be made to determine if
expansion is feasible.
Historical data indicates that expansion is necessary if the desire is to operate the business facilities at
their full potential. Even then, only domestic wastewater should be allowed for treatment.
Once NCDEQ reviews the WWIS-R form additional information and requirements should be
forthcoming.
