Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The proposed project is located adjacent to the Piedmont Triad International Airport. The project is bordered by Pleasant Ridge Road/I-73 to the north, North Regional Road to the west, Cornerstone Drive to the east, and the Mercy Hill Church Regional Campus to the south. The proposed project site is comprised of forested and clear cut areas. The land use in the vicinity of the project consists of suburban residential areas, commercial lots, industrial facilities, and airport property. 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: * The purpose of the project is to provide access and connectivity to PTI property to accommodate the employees and material delivery to the proposed aviation -related development on the airport property. Boom Supersonic selected Greensboro for the first supersonic airliner manufacturing facility. North Carolina Department of Transportation (NCDOT) Project No. HE-0005 proposes to construct two new roadways north of 1-73 between Pleasant Ridge Road and the 1-73 taxiway and south of 1-73 between Regional Road and the Old Oak Ridge Road/I-73 interchange to provide access and connectivity to the Piedmont Triad International (PTI) Airport in Greensboro. The project also includes constructing a bridge over 1-73 to provide connections between the new location roadways, north and south of 1-73. Pleasant Ridge Road is generally a two-lane undivided roadway that widens to accommodate turn lanes at its signalized intersection with N.C. Highway 68. Regional Road is a four -lane undivided roadway that intersects Cornerstone Drive at a signalized intersection and continues as Burgess Road. The proposed project includes constructing a new location roadway north and south of 1-73 at PTI Airport. A two-lane and three -lane typical cross section are being considered. The two-lane typical cross section includes one 18-foot travel lane in each direction, curb and gutter along the outside travel lanes, and 8-foot grass shoulders on either side of the roadway. The three -lane typical cross section includes one 12-foot travel lane in each direction, one 12-foot two-way left turn lane, curb and gutter along the outside travel lanes, and 8-foot grass shoulders on either side of the roadway. The proposed roadway construction is expected to have minor indirect and cumulative effects on future land use and environmental resources. Details of these analyses are provided in the Direct and Indirect Screening Tool (2022). Typical road construction equipment, such as trucks, dozers, cranes, and asphalt equipment, will be used for this project. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. This project has been designed with as few crossings of jurisdictional features as possible. The crossings have been designed to minimize jurisdictional impacts by avoiding features wherever possible. There will be impacts to the riparian buffer at one stream, which has been designed to cross the buffers perpendicularly, so as to minimize impacts. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Erosion and sedimentation BMPs will be installed prior to construction. Construction has been sequenced and designed to avoid/minimize impacts by locating temporary pump arounds away from features. Water will be diverted around the work area to prevent sedimentation of downstream aquatic resources. Impacts will be minimized by strict enforcement of Best Management Practices for the protection of surface waters, restrictions against the staging of equipment in or adjacent to waters of the US and coordination with appropriate environmental staff.
