Box 537 Scotland Neck, NC 27874-0537 Subject: Compliance Evaluation Inspection Scotland Neck Collection System Collection System Permit No. WQCS00157 Halifax County Dear Mr. Braxton: On August 23, 2022, Alys Hannum of the Division of Water Resources (Division) conducted an inspection of the Town of Scotland Neck's (Town) Collection System to evaluate compliance with the operation and maintenance of the subject wastewater collection system permit (WQCS00157). The cooperation and assistance of Bobby Davis, ORC, and Travis Browder, backup ORC, during the inspection were greatly appreciated. The Town's Collection is classified as a CS-2 system. The subject permit is effective from July 9, 2021, until June 30, 2029. Findings during the inspection were as follows: 1. Our records indicate that the wastewater collection system consists of approximately 17.4 miles of gravity sewer, approximately 1.3 miles of force main, 5 duplex pump stations, 6 high priority sewer lines and one high priority manhole (due to repeat mowing incidents). 2. The Town cleaned greater than 10% of its collection system in 2021 (2.2 miles cleaned) and is on -track to clean greater than 10% of its collection system in 2022 with 1.6 miles cleaned. The Town conducts a visual inspection of the entire collection system annually and the inspections are documented. 3. The Town has developed and maintains a complete map of the collection system. Please update the map to include: pipe material, pipe age, and pump station capacity. 4. There have been no reportable sanitary sewer overflows during the most recent two-year period beginning July 2020 and ending July 2022. An operation and maintenance plan — including pump station inspection, preventative maintenance, and sanitary sewer overflow response — was available and up to date. 6. The Town has a Fats, Oils, and Grease (FOG) program which includes the bi-annual distribution of educational materials to commercial and residential users. The Town is able to take enforcement against users who have not properly installed, operated, and/or maintained grease traps or grease interceptors, or who have otherwise violated the program. 7. The Town's Capital Improvement Plan (CIP) is reviewed and updated annually. The plan covers a period from 2009 to 2027 and is designated for water, wastewater, and collection system improvements. 8. All five pump stations were inspected. All had identification signs, secured access, appeared in good condition and were free of excess debris. All audible and visual alarms functioned when tested. All have connections for portable generators, and none are connected to telemetry. All stations are visited daily, and logbooks are maintained at each station. Pump station maintenance logs were reviewed and appeared satisfactory. 9. The Town's six high priority aerial crossing lines and one high -priority manhole were inspected. The aerial lines appeared straight, rust free, and in good condition. The manhole had no obvious issues. The rights of way for all were being maintained.
