None in app but inspection noted 2019 changes New expiration date: February 28, 2027 FACILITY OVERVIEW: This facility is 100% domestic waste and treats a subdivision serving a population of 443 people in 177 homes. The facility has a permitted and as built flow rate of 0.06 MGD. The treatment system includes the following wastewater treatment components: • Bar screen • Flow Splitter Box • Equalization basin • Dual aeration basins • Dual clarifiers • Dual sand filters • Caustic Feed System (see discussion under Inspection) • Ultraviolet disinfection system • Back-up chlorinator, contact basin • Dechlorinator • Sludge holding tank • Stand-by power The facility also holds collection system permit WQCSD0205. The last inspection under the collection system permit was May 9, 2022, and there were no violations. APPLICATION The application does not indicate any changes in the facility or treatment since the last renewal of the permit (see inspection discussion below). The treatment system is operated by Aqua North Carolina, Inc. The annual average daily flow is indicated as 0.027 MGD over the permit cylce, so the facility is operating at well below its designed and permitted capacity. See discussion under Inspection about treatment system components that may have been added to the facility. INSPECTION The most recent inspection occurred in October 24, 2019. This inspection noted that the WWTP was well operated and maintained. There were no violations found during the inspection process. The inspection report does note that blower motors and a blower were installed in September 2019. These could be mainly maintenance type of activities. The inspection report also notes that in October 2019 the facility added a caustic feed system for pH treatment. There is no indication of an Authorization to Construct (ATC) for this addition. Division ATC staff (Min Xiao) was consulted on this issue and will check into this issue and assess the need for an ATC or Engineering Certification for the work. ATC staff have been given information on this issue for their review (email attached). Since the caustic feed system is in place and confirmed by the regional office staff it will be added to the draft permit. REVIEW OF PERMIT LIMITS: Flow - The facility is operating on average at around 20% of the flow allowed by the permit. None of the 58 monthly average values was above 0.018MGD. Salem Quarters WWTP Fact Sheet NPDES Renewal 2022 - July 6, 2022 Page 2 BOD / TSS / Fecal - No limit violations occurred for any of these limited parameters over the permit cycle. NH3-N - The current permit requires monitor weekly for NH3-N and has summer effluent limits of 2 mg/L (monthly average) and 10 mg/L (daily max) and winter limits of 7.1 mg/L and 35 mg/L. A recent review by Division staff has noted that 15A NCAC 2B .0404(c) requires that winter waste load allocations for oxygen consuming waste be no less stringent than 2 times the summer waste load limit. To meet this rule requirement the winter limits for NH3-N are being adjusted to 4 mg/L and 20 mg/L in the draft permit. While there could be some impacts with this change, based on the data reviewed from the previous permit cycle it appears that the proposed change in limits can be regularly attained with the existing system. The maximum winter value over the last permit was 4.73 mg/L which is well below the new daily max of 20 mg/L. Only one (1) monthly average (MA) value was more than 0.31 mg/L with the max MA being 1.3 mg/L. This would indicate that a MA limit of 4 mg/L should not cause issues. This is obviously an area of change that should be reviewed closely. DO - No DO values were below the 5 mg/L daily average limit. Effluent DO numbers were lower than the upstream and downstream values, but there does not appear to be an impact downstream of the discharge. The downstream values are in -line with the upstream values. TRC- The facility utilizes a UV disinfection system. This limit is related only to situations where the backup chlorination / dichlorination system would be used. COMPLIANCE: During the permit cycle this facility had no violations or enforcement actions. The last NOV/NOD was issued in 2009 and the last enforcement action taken was in 2006. The Administrative Law Judge ruled in favor of the petitioner saying that the EMC had acted erroneously. There is no other information in the file on this process, but it appears that permit was issued possibly with some modifications. At this time ALJ rulings went back to the EMC for a final agency decision so it is possible that the EMC overruled the ALJ decision. • Authorization to Construct (ATC) - June 16, 1995 - This ATC was for construction of the WWTP. • ATC - December 11, 1998 - for the construction of an ultraviolet disinfection system (UV). • Engineering Certification - May 1,1999 - covered the construction of the UV system. • Permit Renewal - January 1997 - Subdivision appears to have only had 24 homes at this time. Application indicates 111 homes and service population of 340 people. • Permit Renewal - 2012 - This renewal updated the TRC footnote and added parameter codes. The application notes 177 homes and service population of 450 people. This renewal also appears to have inadvertently left off the footnote language indicating the TRC limit only applies if chlorine is used. • Permit Renewal - 2017 - The location of the facility changed from Belews Creek Road to 9999 Rangecrest Road. Permit also included eDMR language and regulatory citations. PROPOSED PERMIT CHANGES: • Updated eDMR requirements to be consistent with final EPA rule. • Added regulatory citations throughout permit as needed. • Added caustic feed system to treatment components. • NH3-N winter limits have been modified in keeping with rule 213.0404 to assure that winter limits are no less stringent than 2 times the summer limits. The draft permit includes proposed winter limits of 4 and 20 mg/L. • Footnote on TRC limit only applying if chlorine is used was left off the 2012 and 2017 permits. This language has been added back to this footnote. • Permit map information updated. Just wanted to check with you to see if these should have required an ATC. The permit is Aqua NC, Inc — Salem Quarters WWTP — NC0083933. The last inspection in October 2019 indicated that new blower motors and a new blower had ben installed in September 2019. I'm guessing this is more maintenance and would not require and ATC? They also indicated that a caustic feed system for pH control was added in October 2019. Would this require an ATC? Or at least I didn't think so, but let me know what Min says. The system already had blowers, so those would be replacements/upgrade. And the caustic feed system ... for a package plant, I can't imagine that would be anything too complex beyond a large tote that has a hose going to aeration. Unlike Briarwood this one did not result in an NOV from you guys. Maybe the blower changes were maintenance? Just wanted to touch base since I am going to check with Min Xiao to make sure that none of this should have had an ATC. I'm guessing Min may reach out to you guys.
