The ePCN was never meant to handle a buffer authorization application as a standalone request, only buffer authorizations being requested in conjunction with projects that also have impacts to streams, wetlands, and/or open water. There is a separate form if applicants are only seeking a Buffer Authorization found at the following link: https://edocs.deq.nc.gov/Forms/Buffer-Authorization. Do you know if there was a reason this form was not used? Also do we know if the ePCN covers all the same information about public funding and the like that gets captured on the Buffer Authorization Application? We don't see those a lot and never have I seen one come in on an ePCN so I'm trying to see if this is a case where we need to do a little training or put out guidance on what forms are available. I'm copying Amy on this one to make sure I am able to accept an application requesting an erroneous permit and if so, what documentation I need from the applicant that states they are only requesting a buffer authorization. I would assume we need something, so it doesn't appear though we are accepting an application that states a for the record NW14 is being allowed as I see nothing in the application stating the NW14 is not part of what is being requested. I have reattached the application for her viewing so we can have a conversation on this one. I was all set to put this on public notice and request a fee when one is not required. It's a glitch in the PCN submission system which requires a selection to move forward. It's just the buffer authorization. The US ACE has already issued a no permit required. I have a fee request email ready to send as Nancy has marked this application as a for the record project and I cannot charge a WBS number without written acknowledgement to do so, but wanted to make sure I'm entering this project into BIMS correctly before sending that fee request correction. This needs a public notice, but I can't do that either until we determine how to enter it in BIMS. Fun times!
