It's not really a glitch. The ePCN was never meant to handle a buffer authorization application as a standalone request,
only buffer authorizations being requested in conjunction with projects that also have impacts to streams, wetlands,
and/or open water.
There is a separate form if applicants are only seeking a Buffer Authorization found at the following link:
https://edocs.deq.nc.gov/Forms/Buffer-Authorization.
Do you know if there was a reason this form was not used? Also do we know if the ePCN covers all the same information
about public funding and the like that gets captured on the Buffer Authorization Application? We don't see those a lot
and never have I seen one come in on an ePCN so I'm trying to see if this is a case where we need to do a little training
or put out guidance on what forms are available.
I'm copying Amy on this one to make sure I am able to accept an application requesting an erroneous permit and if so,
what documentation I need from the applicant that states they are only requesting a buffer authorization. I would
assume we need something, so it doesn't appear though we are accepting an application that states a for the record
NW14 is being allowed as I see nothing in the application stating the NW14 is not part of what is being requested. I have
reattached the application for her viewing so we can have a conversation on this one. I was all set to put this on public
notice and request a fee when one is not required.
Glad I checked with you on it first because that would have been an even bigger mess.

NCDOT is not seeking a nationwide permit from the USACE. It's a glitch in the PCN submission system which requires a
selection to move forward. It's just the buffer authorization. The US ACE has already issued a no permit required.

Attached is a new application that I already know has some administrative issues that must be addressed, but I'm trying
to determine if this is going to be a stand alone new project that references the current Boom Site project while
maintaining its own project number in BIMS or a separate version of the Boom Site project 20151065 that would just be
under Transportation Review.
I have a fee request email ready to send as Nancy has marked this application as a for the record project and I cannot
charge a WBS number without written acknowledgement to do so, but wanted to make sure I'm entering this project
into BIMS correctly before sending that fee request correction.
This needs a public notice, but I can't do that either until we determine how to enter it in BIMS.

'The proposed project is located adjacent to the Piedmont Triad International Airport. The project is
bordered by Pleasant Ridge Road/I-73 to the north, North Regional Road to the west, Cornerstone
Drive to the east, and the Mercy Hill Church Regional Campus to the south. The proposed project
site is comprised of forested and clear cut areas. The land use in the vicinity of the project consists
of suburban residential areas, commercial lots, industrial facilities, and airport property.

the employees and material delivery to the proposed aviation -related development on the airport
property. Boom Supersonic selected Greensboro for the first supersonic airliner manufacturing
facility.

North Carolina Department of Transportation (NCDOT) Project No. HE-0005 proposes to
construct two new roadways north of 1-73 between Pleasant Ridge Road and the 1-73 taxiway
and south of 1-73 between Regional Road and the Old Oak Ridge Road/I-73 interchange to
provide access and connectivity to the Piedmont Triad International (PTI) Airport in Greensboro.
The project also includes constructing a bridge over 1-73 to provide connections between the new
location roadways, north and south of 1-73. Boom Supersonic selected Greensboro for the first
supersonic airliner manufacturing facility.
Pleasant Ridge Road is generally a two-lane undivided roadway that widens to accommodate
