Center Avenue Mooresville, NC 28115 RE: Springwood Pump Station Modification — Fast Track Sewer System Extension Application Dear Mr. Basinger: Enclosed is the application and supporting documentation for the Fast Track Sewer System Extension Application for the Springwood Pump Station Modification. The Springwood pump station is located on tax parcel #17-53-83 at the southern end Springwood Lane in the Town of Stanley, Gaston County, NC. The Springwood pump station will continue to be owned and operated by the Town of Stanley after the modification. This Springwood Pump Station Modification will be installed in conjunction with the Harper Landing Subdivision pump station and sanitary sewer system (NCDEQ Permit #WQ0043396) since the Harper Landing Subdivision is being constructed on top of a portion of the existing Springwood Pump Station force main (tax parcel #30-70-02). The Springwood pump station was last permitted by NCDEQ under Permit #WQ0015144. The proposed Springwood Pump Station Modification proposes to increase the operating point from the permitted 85 GPM to 210 GPM by swapping the pumps, modifying the force main route, and bringing the existing Springwood Pump Station into compliance with NCDEQ regulations. The Springwood Pump Station Modification proposes to install 1,408 LF of force north along Springwood Lane and connect to the previously abandoned 4" force main on the north side of Old Mount Holly Road. The existing 2,892 LF of previously abandoned force main will be reactivated with the Springwood Pump Station Modification and outfall into the existing gravity sewer system in McLurd Drive. This existing abandoned force main has been visually inspected and pressure tested in the presence of the Town of Stanley representatives and found to be in good repair. The Springwood Pump Station and all 4,300 LF of force main (1,408 LF proposed and 2,892 LF existing) will be certified as a part of the completion of the Springwood Pump Station Modification. With this Springwood Pump Station Modification and the installation of the Harper Landing Pump Station and sanitary sewer system (NCDEQ Permit #WQ0043396), approximately 1,620 LF of the existing Springwood Pump Station force main will be abandoned and removed. The remaining approximately 960 LF of the existing Springwood Pump Station force main will remain in place and operational as the point of connection for the Harper Landing Pump Station. The measured lengths of the Springwood Pump Station force main (+/-2,580 LF) based on surveyed and GIS information differs slightly from the permitted length of 2,720 LF from Permit #WQ0015144. The proposed Springwood Pump Station Modification is being permitted as a zero flow permit because no new flow is being directed to the Springwood Pump Station.
