State Stormwater Management Permit No SW8 070721
National Automotive Building Addition
Onslow County
Dear Mr Brown
ROY COOPER
Governor
MICHAEL S REGAN
Secretary
TRACY DAVIS
Dmecror
Effective August 1, 2013, the State Stormwater program was transferred from the Division of Water
Quality (DWQ) to the Division of Energy, Mineral and Land Resources (DEMLR) All previous
references to DWQ will remain in older stormwater permits issued prior to August 1, 2013 until they are
modified Please note that this permit references DEMLR as the Division responsible for issuance of the
permit
On August 5, 2009, the Governor signed Session Law 2009-406 This law impacted any development
approval issued by the former Division of Water Quality under Article 21 of Chapter 143 of the General
Statutes, which was current and valid at any point between January 1, 2008, and December 31, 2010 The
law extended the effective period of any stormwater permit that was set to expire during this time frame
to three (3) years from its current expiration date On August 2, 2010, the Governor signed Session Law
2010-177, which granted an extra year for a total of four (4) years extension Accordingly, this permit
shall now be effective from the date of issuance until August 10, 2021, which includes all available
extensions The terms and conditions of this extended permit, issued on February 3, 2017, shall remain in
full force and effect
On December 2, 2016, the Wilmington Regional Office received a complete request to revise the
approved plans for Stormwater Management Permit Number SW8 070721 The revisions include the
addition of another building and additional sidewalks totaling 8,560 square feet These changes result in a
total current built -upon area (BUA) of 159,262 square feet, which reduces the future allocation of BUA to
185,583 square feet The overall BUA for the project remains the same at 344,845 square feet It has
been determined that a formal permit modification is not required for the proposed changes We are
forwarding you an approved copy of the revised plans for your files Please add the attached plans to the
previously approved plan set Furthermore, please replace the previously issued permit with the revised
permit, attached
Please understand that the approval of this revision to the approved plans or to the permit for the
subject State Stormwater project is done on a case -by -case basis Any other changes to this project
must be approved through this Office prior to construction The issuance of this plan revision does not
preclude the permittee from complying with all other applicable statutes, rules, regulations or
ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or
approval prior to construction
Please pay special attention to the conditions listed in this permit regarding the Operation and
Maintenance of the BMP(s), recordation of deed restrictions, certification of the BMP's, procedures for
changing ownership, transferring the permit, and renewing the permit Failure to establish an adequate
system for operation and maintenance of the stormwater management system, to record deed restrictions,
to certify the BMP's, to transfer the permit, or to renew the permit, will result in future compliance

Stormwater Narrative
Permit No SW8070721
November 2016
On August 10, 2007 stormwater permit HSW8070721 was issued for National Automotive, an
automotive sales lot on US Highway 17 in Jacksonville The stormwater project area is 9 3 acres (8 1
acres on site and 1 2 acres off site) The stormwater pond was designed to treat the runoff from 8 8 acres
and 344,845 SF of future impervious There was no impervious proposed with the original permit It was
only for the design of the pond to treat future proposed impervious
On February 20, 2008, an approved plan revision was issued for a designed car sales parking
area and a small building The plans were titled National Automotive Phase I and dated November 28
2007 The proposed impervious area was 71,500 SF In addition, 79,202 SF of existing impervious was
permitted, for a total of 150,702 SF permitted to go to the pond Subtracting this total impervious from
the original permitted future impervious 344,845 SF leaves 194,143 SF of future impervious that was
allowed to go to the pond, at that time
The drives and parking areas from the National Automotive Phase I plans, dated November 28,
2007 and permitted February 20, 2008 were constructed the building was not constructed With this
submittal, the building is now proposed to be larger and additional sidewalks are proposed With these
changes, a total of 8,560 SF additional impervious area is proposed to be permitted to flow to the pond
This changes the amount of existing and proposed impervious going to the pond to 159,26ISF, which
then changes the amount of allowable future impervious areas to be 185 85-3 SF This keeps the total SqP
permitted impervious allowed to go to the pond the same as the original permit, 3 SF
This plan is being submitted as a Plan Revision because the overall pond drainage area,
impervious area and calculations do not change The additional proposed impervious areas are taken
from the permitted future impervious areas
