On behalf of the current permittee for the above permit, W RS Centers I, LLC, and in conjunction with a
developer, Security Vault Works (SVW) for a proposed ATM on the shops tract, please find the following REVISED
information for the Permit Modification to the existing Stormwater Project No SW 8 050316 This Permit
Modification is required since there will be new impervious area, albeit very small, and to clarify the current
permittee name for the permit
Enclosed please find the following information
o Two (2) copies of the NEW Stormwater Application (original and copy)
o Two (2) copies of the Name/Ownership Change Form (original and copy)
o One (1) copy of the REVISED Narrative of the Permit Modification & Calculations for Pond No 1
o Two (2) sets of REVISED Plan Drawings (folded) (CV-lA, CV-2A, C1 0)
Below is a point -by -point response to the review comments
Comment No 1 02H 1003(g)(7) — Provide technical information showing final numbers, calculations,
assumptions, drawings and procedures associated with the stormwater
management measures including but not limited to Built -upon area, runoff
coefficients, runoff volume, runoff depth, flow routing, inlet and outlet configuration
(if applicable), and other applicable information as specified
Provide signed, sealed and dated revised pond design calculations where the
additional 1,000 sf of new BUA is accounted for Increasing the BUA will affect
percent impervious, SAIDA ratio, minimum required surface area and minimum
required volume Please note that the additional volume contributed by the 1,000 sf
increase must be accounted for at the current 1 5" design storm level
Response Enclosed, please find the signed and sealed copy of the revised calculations for Pond No
1 that includes the 1,184 square feet of new BUA With the 1,184 square feet (0 03 acres),
the percent impervious increased from 82 7% to 82 9%, the SA/DA ratio increased from
4 18 to 4 19, the minimum surface area increased from 43,335 square feet to 43,429
square feet, and the minimum required temporary volume increased from 68,251 cubic feet
to 68 835 cubic feet

Comment No 2 02H 1003(e)(1) — In the case of a corporation (Inc or LLC), the application must be
signed by a principal executive officer of at least the level of vice-president
Pursuant to NCGS 57D-3-20, LLC's are managed by their managers Please note
that none of the NCSOS flings specify that you are the manager of WRS Centers, I,
LLC You are currently noted as a member, as are SABC I, LLC and SABC II, LLC
Please provide documentation of your position as the manager of the applicant LLC
Response Enclosed, please find the appropriate party s name, title, and signature on the NEW
application Arthur Kepes is the Vice President
Comment No 3 The scale on both the overall conceptual site plan sheet (1"=60') and on the larger
scale conceptual site plan (1"=10') are incorrect It appears that they should be on -
half of that amount or 1"=30' and 1"=5', respectively
Response Enclosed, please find the revised plans from LBYD for the proposed ATM These revised
plans are original signed plans from LBYD and show the corrected scales
Comment No 4 The new drive-thru access lane to the ATM scales about 87 feet long at the mid-
point The width of the access lane is noted as 12' on the plan, but it does not
appear to include the curb and gutter The 2006 approved plans note that curb and
gutter is 18", therefore the total width of the lane for purposes of calculating BUA is
15 feet Please also note that the 1 "=5' scale is not quite accurate either— the 24'
ATM slab width actually scales 25' and the lane width scales 12 5 feet
Response Enclosed, please find the revised plans It must have been the scales In CAD, the mid-
point length of the access lane is about 83 feet long and the ATM width is exactly 24 feet
long On the access lane width, the revised plans now show the 18 curb and gutter The
paved width will be 10 feet The back of curb to back of curb width will be 13 feet in width
Comment No 5 Based on the corrected scale, the total added BUA for the site appears to be around
1,400 square feet, not 1,000 square feet If the 12' lane width is intended to include
the curb and gutter, please revise the dimension line on the plan to include the curb
and gutter That would still put the BUA at 1,140 square feet, assuming the lane is
87 feet long If that measurement is incorrect, please include the proposed length of
the dnve-thus access lane
Response Enclosed, please find the revised plans Using the revised plans and corrected dimensions
as discussed in the response to No 4 above, the revised total added BUA in CAD for the
ATM is 1,184 square feet
Comment No 6 Please adjust your application numbers accordingly and use the corrected numbers
(documented) in the revised design calculations for percent impervious, SA/DA
ratio, minimum required permanent pool surface area and minimum required
temporary pool volume
Response Enclosed, please find a copy of the revised calculations showing the revised numbers (as
discussed in response to comment no 1 above) for the revised design with the added
impervious from the ATM

WAL-MART AT WESTGATE LELAND
Stormwater Project No SW8 050316
Security Vault Works (SVW) is proposing a Wells Fargo ATM and drive-thru on
the shops tract at the "Wal-Mart at Westgate Leland" shopping center along Highway 17
in the Town of Leland, Brunswick County, North Carolina The original shopping center
project was completed in 2007 The above permit was last modified and approved on
November 7, 2006
The ATM/drive-thru is proposed to be located in front of the shops buildings and
beside the gas station outlot in the area of an existing grassed island The new ATM will
be located within the drainage area to Pond No 1
The revised total added built upon area (BUA) for the proposed ATM facility
including the access lane, curb and gutter and ATM concrete pad is 1,184 square feet
(0 03 acres) The mid -point length of the access lane is about 83 feet long The paved
access lane width will be 10 feet The inside curb to inside curb will be 12 feet which
includes a foot of gutter on each side for the curb The back of curb to back of curb
width will be 13 feet in width The ATM concrete pad is 24 feet long x 4 feet long and it
is situated 6" inside the curb and gutter or flush with the inside raised curb of the access
lane
The entity name that is responsible for this permit is WRS Centers I, LLC This is
only a name change from the name shown on the original permit This is the same party
that developed the center A Name/Ownership Change form has been submitted to
change the name to the WRS Centers I, LLC

received the Stormwater Permit Application and $505 00 fee on August 6 2015 The project has been assigned to

The Wilmington Regional Office received and accepted a modified State Stormwater
Management Permit Application for Wal-Mart at Westgate Leland on August 6, 2015 A
preliminary in-depth review of that information has determined that the application is not
complete The following information is needed to continue the stormwater review

none of the NCSOS filings specify that you are the manager of WRS Centers 1, LLC
You are currently noted as a member, as are SABC 1, LLC and SABC 11, LLC Please
provide documentation of your position as the manager of the applicant LLC
3 The scale on both the overall conceptual site plan sheet (1"=60') and on the larger scale
conceptual site plan (1"=10') are incorrect It appears that they should be one-half of that
amount or 1"=30' and 1"=5', respectively
4 The new drive-thru access lane to the ATM scales about 87 feet long at the mid -point
The width of the access lane is noted as 12' on the plan, but it does not appear to
include the curb and gutter The 2006 approved plans note that the curb and gutter is
18", therefore the total width of the lane for purposes of calculating BUA is 15 feet
Please also note that the 1" = 5' scale is not quite accurate either - the 24' ATM slab
width actually scales 25' and the lane width scales 12 5 feet
5 Based on the corrected scale, the total added BUA for the site appears to be around
1,400 square feet, not 1,000 square feet If the 12' lane width is intended to include the
curb and gutter, please revise the dimension line on the plan to include the curb and
gutter That would still put the BUA at 1140 square feet, assuming that the lane is 87 feet
long If that measurement is incorrect, please include the proposed length of the drwe-
thru access lane
