Based on the information you have provided for our review, I believe that the water quality certification definition of a
large extended drawdown is incorrect. It likely should have read "ten (10) feet" rather than one (1.0) foot.

Thank you for your assistance yesterday. I wasn't able to open the Historic Properties Management Plan (HPMP) for the
subject project from the FERC docket as you recommended. However, I have a copy that was provided by Steve Johnson
with Duke Energy that I have attached (definition highlighted on page 18). 1 did find the attached letter from FERC that
acknowledges the definition of a large extended drawdown included in the HPMP that was filed with FERC. With these
two documents attached, can you please confirm that the definition contained in the water quality certification is
erroneous?
