Dear David:
Charles Davis of our office has been speaking with Steve Pellei of your office about our
plans for bidding the Holly Springs Wastewater Treatment Improvements project. The
purpose of this letter is to confirm how we plan to bid the project.
In your "Authorization To Construct" letter, all of the various unit processes were
outlined and approval was granted to construct the cited facilities. As we approach the
time for bidding, we are concerned there may be insufficient funds to construct all of the
facilities as designed. Rather than having to risk negotiating a change order after a lump
sum bid is received for the entire project, we plan to designate two distinctive elements of
the plant as "add alternates" in order to obtain the best pricing for the project.
The two "add alternates" involve the headworks units Wow measurement, screening, and
grit removal) and improvements to the administration/laboratory building. Although we
are planning for the worst case scenario of not being able to fund these two particular
elements of the project, the Town is already working hard to secure additional funds for
the current project to insure that all elements can be constructed. In the event we have to
postpone construction of either of these elements, we propose to first postpone the
admin/lab building but construct the headworks, if funds are available. In the event both
elements have to he postponed, we envision the headworks and lab will he constructed
within the next two to three years.
As Steve related to Charles, the Engineer's Certification will reference the "Authorization
To Construct" letter and will note the items deleted and to be constructed later. The
primary concern of course would be system integrity and we believe the plant will be able
to meet effluent limits even if the lab and headworks are not provided at this time.
You can rest assured the Town will make every effort to include both elements during the
current construction project and, if not possible, will make every effort to insure both
elements are constructed in the very near future.

Dear Ms. Sudano:
A letter of request for an Authorization to Construct (ATC) was received February 20,1997 by the
Division and final plans and specifications for the subject project have been reviewed and found to be
satisfactory. Authorization is hereby granted for the construction and installation of the proposed
components to upgrade the existing 0.5 MGD WWTP to 1.5 MGD with discharge of treated wastewater
from outfall 001 to Utley Creek in the Cape Fear River Basin. Specifically, this ATC allows:
• the installation of a mechanical bar screen and aerated grit chamber,
• the installation of a parshall flume with influent monitoring,
• the conversion of an existing equalization basin to an aerobic sludge digester,
• the installation of an intermediate lift station with three 1825 gpm centrifugal pumps,
• the installation of splitter boxes,
• the installation of a 1.15 MG oxidation ditch with denitrification zone,
• the installation of a 70 foot dia. clarifier (15 foot side water depth),
• the installation of a,1.0 MGD tertiary filter,
• the installation of a dual bank 1.5 MGD UV disinfection unit,
• the installation of post aeration via cascade aeration,
• the installation of an effluent sampler and flow monitoring,
• the abandonment of the existing 0.5 MGD UV system,
• the abandonment of the existing post aeration chamber,
• the installation of additional piping, valves, and control equipment.
Holly Springs has corrected past problems with the filter and UV disinfection systems. Should
problems reoccur the Town should consider a backup disinfection system.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES No.
NC0063096 issued January 22, 1997 and shall be subject to revocation unless the water treatment facilities
are constructed in accordance with the conditions and limitations specified above, and in Permit No.
NC0063096.
Any sludge generated from this treatment facility must be disposed of in accordance with G.S. 143-
215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facility fails to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by this
Division, such as the construction of additional or replacement water treatment or disposal facilities.
The Raleigh Regional Office, telephone number [phone], shall be notified at least forty-
eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be made.
Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m.
until 5:00 p.m. on Monday through Friday, excluding State Holidays.

Upon completion of construction and prior to operation of this permitted facility, a certification
must be received from a professional engineer certifying that the permitted facility has been installed in
accordance with the NPDES Permit, this Authorization to Construct and the approved plans and
specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC
27626-0535.
A copy of the approved plans and specifications shall be maintained on file by the Permittee for the
life of the facility.
Failure to abide by the requirements contained in this Authorization to Construct may subject the
Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina
General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying
with any and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.
