The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is _11 % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform quarterly monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from the effective date of this permit during the months of_ MAR JUN SEP DEC_. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Additionally, DEM Form AT-1 (original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Environmental Management 4401 Reedy Creek Road Raleigh, N.C. 27607 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). Failure to submit suitable test results will constitute noncompliance with monitoring requirements. 7Q10 77 cfs Permitted Flow 6.0 MGD IWC 11 % Basin & Sub -basin CTB35 Receiving Stream South Fork Catawba River County Lincoln Recommended by: Date 6/24/93 QCL P/F Version 9/91 y G4 CotrAv44 Jw 03d13.)-- Ait've3 /L - JZ- ! , 91-52_ P / NiZ6 . it.. 7o Z / 2. . 4JL4L. - `14-f') /Asij"-& /14 I 17 6%)44 Art' fl . 5) o. .o lHG,O /. fl)¢ l0 c1T12("Air/1 /S0)(/) (6.o 4(610 7SY- 53 9.3 r1ala lc OvfMJ/cf Jim „V7 c494 ei/ z 7/ (slucf/.)) /TL C 7/z (o.1'1) . ti/.i (° °uJ1/ .7; a K2_ /C(a.4277 ) J> , 0 Z6 Z U,rG 6 (50 S// 3/6 cle / d (J //Ac Lid fAfkm c y,3c (377 (rt 21 /L' JO / vuo L%3t77C{,)/250M4J(,e) ,2/5-Is cs., d 9.3c43 9.3 c/ 23/9.7 Zo .s.JO_ 06/22/93 ver 3.1 T OXICS REVIEW Facility: CITY OF LINCOLNTON NPDES Permit No.: NC0025496 Status (E, P, or M): E Permitted Flow: 6.0 mgd Actual Average Flow: 3.2 mgd Subbasin: '030835 Receiving Stream: SOUTH FORK CATAWBA RI PRETREATMENT DATA I----EFLLUENT DATA ---- Stream Classification: WS-III I ACTUAL PERMITTEDI 7Q10: 77.0 cfs I Ind. + Ind. + 1 FREQUENCY IWC: 10.78 % I Domestic PERMITTED Domestic 1 OBSERVED of Chronic Stn'd / Bkg 1 Removal Domestic Act.Ind. Martin, Governor A. Preston Howard, Jr., P.E. William W. Cobey, Jr., Secretary October 22, 1992 Acting Director Mr. John E. R. Burmeister, P.E. J.N. Pease Associates P.O. Box 18725 2925 East Independence Blvd. Charlotte, NC 28218 Subject: Possible Flow Increase at the Lincolnton WWTP NPDES Permit # NC0025496 Lincoln County Dear Mr. Burmeister: As you requested in your October 6, 1992 letter, I have examined the possibility of a future flow increase at the Lincolnton WWTP. DEM is presently developing a basinwide management plan for the Catawba River basin which is due to be completed by April of 1995. Any new permit limits for the existing or modified Lincolnton WWTP will depend upon results of ongoing water quality studies and the management plan developed for the South Fork Catawba River. Therefore, I can not provide you will specific estimates of likely permit limits at this time. However, below I have listed several factors that will affect DEM's management plan for the South Fork Catawba River. Water Quality problems have been documented on the South Fork Catawba River. DEM plans to list the South Fork as an impaired waterbody (i.e., one that does not support its potential uses) on the State's 303(d) list. This will require DEM to develop a strategy that manages both point and non -point sources to restore the potential uses of the river. Parameters of concern for the South Fork include biochemical oxygen demand (BOD), dissolved oxygen (DO), toxicants, color, sediment, and nutrients. The possible influence of the Lincolnton WWTP on water quality will be evaluated in light of these issues as part of the basinwide planning process. Because of water quality concerns in the South Fork, it is unlikely that total pollutant loading would be increased with expanded flow. For example, the current permit limit for BOD5 is 30 mg/l. If the facility were expanded from 6 to 12 MGD a permit limits of 15 mg/1 would result in the same total loading to the receiving waters. This simple analysis can be used to estimate the minimum level of treatment expected for the expanded facility. Pollution Prevention Pays P.O. Box 29535, Raleigh, North Carolina 27626-0535 Telephone 919-733-7015 An Equal Opportunity Affirmative Action Employer 2 The following speculative limits must be considered as the least stringent treatment levels that may be considered for the Lincolnton WWTP. Existing 6 MGD Renewed 6 MGD 9 MGD 12 MGD BODS (mg/1) 30 30 20 15 NH3 (mg/1) 7.5 5 4 Phenols (ug/l) 9.3 9.3 6.2 4.6 F. Col. (#/100m1) 1000 200 200 200 Chlorine (ug/l) 28 28 28 More stringent permit limits may be required if indicated by ongoing studies. In addition, data collected for the pretreatment program indicate that monitoring and/or limits for toxicants may be required. Any toxicant limits established for the 6 MGD facility would be reduced proportionally with additional flow, (as with phenol). Nutrient and color removal may also required for the Lincolnton WWTP upon modification. Again, these issues will be addressed as part of the basinwide plan. In summary, it is likely that the Lincolnton WWTP will be required to meet more advanced treatment levels, especially upon expansion. As you plan for expansion of the Lincolnton WWTP, please consider that those facilities that have already implemented high levels of treatment technology are least likely to be effected by future management requirements. I commend you for coordinating with us at this early date and encourage you to continue to work with DEM Water Quality staff as you plan for future wastewater treatment needs. Nowelli{A SUBJECT: Reopening permit for the City of Lincolnton NPDES Permit No. NC0025496 Lincoln County At the request of Mike Parker and Keith Haynes of the Mooresville Regional Office, the Technical Support Branch reviewed the last wasteload allocation for the subject facility. There was some concern about whether effluent monitoring was needed for metals or other parameters because of the 70% industrial consti- tuency of Lincolnton's wastewater. (The WLA submitted in 1988 had'indicated that Lincolnton's wastewater was 65% domestic and only 35% industrial.) An evaluation of the most recently submitted pretreatment headworks informa- tion has been completed. This information on these 307(a) priority pollutants was either not available when Lincolnton's NPDES permit was last renewed or the POTW's effluent composition has changed substantially since permit issuance. After review of this data, it has been determined that the NPDES permit should be reopened, pursuant to Part III Condition E of the subject permit, for the addition of effluent limits and/or monitoring requirements for the parameters indicated on the attached approval form. The whole effluent toxicity testing requirement will remain a condition of the NPDES permit. Existing permit limits and/or monitoring requirements not detailed in the attached approval form should remain unchanged. If you have questions or comments concerning the recommended revisions to Lincolnton's permit, please contact me. OR No parameters are water quality limited, but this discharge may affect future allocations. 3 INSTREAM MONITORING REQUIREMENTS Upstream Location: Downstream Location: Parameters: Special instream monitoring locations or monitoring frequencies: MISCELLANEOUS INFORMATION & SPECIAL CONDITIONS Adequacy of Existing Treatment Has the facility demonstrated the ability to meet the proposed new limits with existing treatment facilities? Yes No If no, which parameters cannot be met? Would a "phasing in" of the new limits be appropriate? Yes No If yes, please provide a schedule (and basis for that schedule) with the regional office recommendations: If no, why not? Special Instructions or Conditions Wasteload sent to EPA? (Major) (Y or N) (If yes, then attach schematic, toxics spreadsheet, copy of model, or, if not modeled, then old assumptions that were made, and description of how it fits into basinwide plan) Additional Information attached?
