DESCRIPTION
The current wastewater treatment plant is permitted to treat 0.070 million gallons per day (mgd)
and includes the following components:
a. Influent Pump Station
b. Bar Screen
c. Aeration Tanks
d. Clarification Tanks
e. Aerated Sludge Holding Tank
f. Tablet Chlorine Disinfection
g. Ultrasonic Flow Meter
h. Tablet Dechlorination
This facility discharges into an unnamed tributary to the Polecat Creek, currently classified WS-
III waters in hydrological unit 03030003 of the Cape Fear River Basin.
OPERATOR INFORMATION
The WWTP is currently being operated and maintained by Bradley Flynt (Atlantic Environmental

WWTP OPERATIONS
1. Flow Meter
An ISCO 4210 flow meter was purchased and installed February 2012. The meter was installed
per the manufacturer's requirements and is calibrated annually. The last calibration date was
February 2012. The operation and maintenance (O&M) Manuals and Maintenance Schedules
are housed onsite in the operations hut.
2. Sampler
An ISCO 4700 auto -sampler was purchased and installed December 2011. The sampler is
being serviced and maintained per the manufacturers recommendation and is being used on a
weekly basis to maintain sampling compliance per the NPDES Permit requirements. The O&M
Manuals and Maintenance Schedules are housed onsite in the operations hut. A Certified /
Calibrated thermometer is used to monitor the required 4'C sample storage requirements
3. Blower
Sutorbilt Blowers were purchased and installed April 2011. Assemblies are inspected,
lubricated, and maintained per the manufacturer recommendations of operations and
maintenance. The O&M Manuals and Maintenance Schedules are housed onsite in the
operations hut.

4. Primary Electrical Supply
The primary electrical system was upgraded with new outdoor weather proof equipment on April
2011. The system is scheduled to have a cover installed over the equipment on or before July
1, 2013.
5. Equipment O&M Manuals
All equipment O&M Manuals, Specification Sheets, and Operations Data is housed in the
operations hut and is reviewed / revised annually during a self-controlled operator / operations
review. All review and revisions will be completed on or before July 1, 2003.
6. Laboratory Process Controls Protocol's
All compliance laboratory analysis is performed by TriTest. The composite sample is collected
in the auto -sampler and submitted to the laboratory per NPDES Permit requirements. Grab
samples are collected as required and submitted accordingly. Chain of Custody Sheets and
Operations Bench Sheets are housed on -site in the operations hut.
7. Chemical Handling and Management Plan
Chemicals used at this facility consist of Calcium Hypochlorite Tablets 70% available chlorine
measuring 2 5/8" diameter by 13/16" thick and Dechlorination tablets 35% Sodium Sulfite
measuring 2 5/8 by 13/16" thick. The chemicals are stored in the 45 pound containers that they
are shipped in. All MSDS sheets are stored in the operations hut. One (1) month's supply of
chemical is stored at a time at the facility. The chemicals are transported to the WWTP by the
operator as needed.
8. Emergency Response Plan
The emergency response plan is based on the operations of an auto -dialer device that is
housed at the WWTP. The device is located in the lift station area and is activated by a
mechanical float. The high level activation supplies an alert siren, visual strobe light and
proceeds to call a list of individuals that has been predetermined by Woodlake management
once a high level indication is observed. The float is set to a predetermined height that allows
the operator and/or maintenance staff adequate time to arrive at the site before an overflow
event has occurred. This system is tested monthly on or before the 15th of each month.
WWTP MAINTENANCE
1. Lift Station Repairs and Upgrades
This structure has been approved for modifications and building upgrades on or before July 1,
2013. The structure is a 20+ year old facility that is beginning to have roof and wall
deterioration. Electrical, mechanical, and plumbing upgrades are included with this project.
2. PVC Pipe
Schedule 40 PVC pipe is being used to direct the wastewater from the lift station to the bar
screen, splitter box, aeration basins, clarifiers and the aerated sludge holding tanks. This pipe
is directly exposed to the sun light and is showing signs of weather and stress fractures.
Schedule 80 PVC pipe with ultraviolet protection will replace the Schedule 40 pipe and is
scheduled to be installed on or before December 31, 2013
3. Bar Screen / Splitter Box
This 20+ year old assembly is well beyond the manufacturers recommended life span and is
currently in need of replacement. Replacement with a Stainless Steel Splitter Box and a "Muffin

Monster" style grinder / auger assembly is scheduled to be completed on or before December
31, 2013.
4. Back-up Power Supply (Generator)
A reliable means of supplying power to the WWTP during power outage events is required per
the NPDES Permit. The existing back-up generator is currently not operating efficiently?
Woodlake maintenance staff has scheduled the generator to be repaired on or before July 1,
2012.
5. Wash -down Water Supply
Currently the frost -free wash down hydrant does not operate properly. This system is required
to adequately clean different areas of the WWTP. Woodlake maintenance staff has indicated
that this hydrant will be repaired on or before July 1, 2012.
6. WWTP By-passing
Currently all avenues that could allow by-passing events to occur within the WWTP are sealed.
Operations staff will maintain monthly vigilance of these areas to ensure discharge permit
compliance. Monthly inspections will be completed on or before the 1 5th of the month.
7. Sludge / Solids Inventory / Handling
Accumulated solids, waste, and debris are removed monthly by a licensed septic hauler and
disposed of at the City of Greensboro / IZO Water Reclamation Facility on an as needed basis.
The material is catalogued and hauling manifests are maintained at the operations hut.
8. WWTP Upgrades for Nutrient (Total Phosphorous & Total Nitrogen) Removal
Currently, the NPDES Permit has not set limits on Total Phosphorous or Total Nitrogen;
however, the system is performing analysis of these parameters on a quarterly basis.
Preliminary results indicate that the Total Nitrogen analysis range between 2.0 and 6.0 mg/I and
the Total Phosphorous analysis range between 0.3 to 2.5 mg/I. Depending on the final effluent
limits set for this WWTP treatment processes will be monitored closely by the operator. A final
determination of the treatment requirements will be engineered at that time.
9. Concrete Deterioration
Several areas of the concrete covers for the aeration tanks, clarification tanks, sludge holding
tanks, flow measurement chamber, chlorination, and dechlorination chambers are beginning to
deteriorate. Woodlake will begin investigating this situation by obtaining cost estimates from
concrete specialist to determine what repair or replacement options are available. This
investigation will begin on or before December 31, 2012.
10. Air Supply Lines
The metal air supply lines currently supplying air to the aeration basins are leaking and have the
potential to interfere with the treatment process by causing reduced Dissolved Oxygen levels in
the basins. Woodlake has scheduled to repair / replace these deterioted lines on or before July
1, 2013.

WASTEWATER CONVEYANCE SYSTEM OPERATIONS & MAINTENANCE
1. Operations and Maintenance History
The sewage conveyance system of Woodlake is estimated to be 30+ years old. The system
utilizes cast iron pipe ranging in size from four (4) to ten (10) inch. The customer service lines
have been found to be either cast iron or PVC ranging in size from three (3) to four (4) inch.
Currently, 10% of the sewage conveyance system is pressure jetted annually. The system
averages three (3) to four (4) main line blockages and six (6) to eight (8) service line blockages
annually. These blockages are removed by the sewage conveyance system operator who owns
and operates a jetting machine and a vacuum truck.
Response time to complete emergency calls averages 45 minutes. To date no sewage overflow
events have exceeded the reporting thresholds. Any area of overflow is cleaned and treated as
prescribed by the governing agency. Spill Report Forms are available for review as prescribed
by the governing agency.
From all indications Inflow and Infiltration (I & I) does not appear to be a major factor with this
system. Analysis of the rainfall data and the flow data obtained from the WWTP does not
indicate that I & I is a factor.
2. Proposed Operations and Maintenance Procedures
Woodlake Management Personnel, in conjunction with the Sewage Conveyance System
Operator, have initiated a preventative maintenance program that will include the following:
a. Continue Pressure Jetting 10% of the Conveyance System Annually;
b. Initiate pressure jetting 10% of the user service line annually;
c. Initiate a televising program of the 10% of the conveyance line and user service line
pressure jetted annually;
d. Televise any conveyance line blockages once the line has been pressure jetted;
e. This data will be analyzed annually by a professional wastewater conveyance
system design professional to determine the appropriate repair / replacement
measures required to eliminate the area as a potential overflow area; and
f. The analysis of the televised work will be analyzed annually on or before March 1.
3. Map of the Wastewater Collection System
Several Plans from 1971 and 1988 are available; however, several areas of the park are not
shown on the plans. Woodlake will complete the required mapping process by July 1, 2012.
The map will be revised annually on or before July 1, 2012 moving forward.
4. Grease Control Program
Grease Control Education materials will be submitted to the sewage conveyance system users
on a bi-annual time frame. The material will be distributed during the first week of January and
July.
CONCLUSION
The Woodlake Mobile Home Park remains committed to maintaining and operating WWT
collection and treatment systems that comply with the current NPDES Permit requirements.

assessments. Woodlake is taking steps to obtain professional assistance with these matters.
Repair / Replacement estimates will be ongoing with a completion schedule estimated to be
completed on or before December 31, 2013.
